Information Technology Specialist (INFOSEC)

Duties
Summary

A successful candidate in this position will serve as an Information Technology Specialist (INFOSEC), and is a technical authority who provides in-depth and independent information technology guidance, service, advice, and recommendations to leadership on information security matters. The candidate will serve as an ad hoc team lead on projects, and serves as an information technology technical expert supporting information security activities, initiatives policies, procedures and programs.

Responsibilities

As an Information Technology Specialist, you will:

  • Provide in-depth and independent technical guidance, services, technologies, advice, and recommendations to Department of Energy (DOE) senior leaders and act as a team lead of technical federal and contractor IT professionals maintaining DOE systems, networks, security, and connectivity.
  • Ensure continuity in operations and the rigorous application of information management/information security policies, principles, and practices in the delivery of planning and management services. Evaluate/initiate appropriate action on requests to satisfy new/unique requirements.
  • Serve as Lead Advisor/primary liaison with EITS, supporting EA offices in coordination/establishment of data, software and hardware requirements, i.e., resolves issues between headquarters computer systems and EAShare/DocShare which constantly arise as EITS rolls out upgrades; implements, manages, maintains, and coordinates activities (such as Domain Migrations, Network infrastructure Upgrades, Network Resource deployment) both technical/non-technical, for short/long-term milestones.
  • Maintain authoritative technical expertise and knowledge on current and emerging technologies and evaluates their impact on DOE networks and systems, providing recommendations to leadership.
  • Serve as a leader or member on various standing information management boards, committees and working groups, as well as ad-hoc groups convened by DOE offices. Serve as Lead Classified Network Liaison, partners with NNSA developing strategy/implementation plans for coordinated development/implementation of policies/standards regarding sharing/safeguarding of classified information on EA computer networks.

    This position requires a Critical Sensitive-High Risk-Tier 5 security investigation.

    This position has been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

    This position is excluded from a bargaining unit.

    This position is announced under a new special Direct Hiring Authority (5 U.S. Code § 2102). Under this special hiring authority, Veteran’s Preference, category rating, and traditional rating and ranking of applicants does not apply.

    This position is to be filled under the OPM Government-Wide Direct Hire Authority. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330.

    Appointments made with this authority are processed as a new appointment into the Civil Service.

    Status and Non-Status applicants from outside DOE selected under this authority are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802.

    Qualifications

    BASIC REQUIREMENTS

    Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  • Attention to Detail– Is thorough when performing work and conscientious about attending to detail.
  • Customer Service– Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication– Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving– Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to the competency requirements above, a qualified candidate’s online application must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.


    SPECIALIZED EXPERIENCE REQUIREMENTS:
    Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.


    GS-13:
    A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

  • Integrating, maintaining, and enhancing information management and information technology programs to provide systems, tools, and analytical capabilities.
  • Maintaining and coordinating activities (such as Network/IT Infrastructure Upgrades, Network/IT Resource deployment or Net) to support an organization’s office automation efforts.
  • Coordinating development and implementation of policies and standards for classified network systems regarding sharing and safeguarding classified information.
  • Utilizing computer-based system applications and software including databases and inventory systems sufficient to monitor and track program requirements (i.e., SharePoint), milestones and schedules.
  • GS-14: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:

  • Managing an organization’s office automation efforts to integrate, maintain, and enhance the organization’s information management and information technology programs to provide systems, tools, and analytical capabilities in support of the organization’s mission and operations.
  • Implementing, managing, maintaining, and coordinating activities (such as Network/IT Infrastructure Upgrades and Network/IT Resource deployment) both technical/non-technical, for short/long-term milestones to support an organization’s office automation efforts.
  • Coordinating development and implementation of policies and standards for classified network systems regarding sharing and safeguarding classified information computer network.
  • Utilizing computer-based system applications and software including databases, computer-aided design, and inventory systems sufficient to monitor and track program requirements (i.e., SharePoint), milestones and schedules.

  • Skill in applying total infrastructure protection environment; systems security certification and accreditation requirements and processes; and Federal information systems security protocols sufficient to integrate information systems security with other security disciplines; certify systems or network accreditation; and ensure coordination and/or collaboration on security activities.
  • Skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to develop new approaches and techniques and coordination to support DOE systems; provide expert technical advice, guidance and recommendations to management and other technical specialists on critical IT issues; apply new IT developments to previous unsolvable problems and provide sound recommendations/decisions which significantly impact data management system applications.
  • Knowledge of IT security guidance, policies, and procedures with expertise in the full range of complex areas of Information Management, systems and technologies to constantly improve the performance of security assurance throughout the program.
  • Mastery use of Agile project management techniques to deliver incremental results and value.
