Information Technology Analyst

DESCRIPTION

Under general supervision, performs a variety of duties in support of information technology operations including researching, configuring, installing, operating, monitoring, repairing, and maintaining hardware and software for computer workstations, mobile computers, mobile radios, telephone systems, and other related equipment and programs; sets-up, configures, and provides support for desktop computer equipment including hardware, software, and peripheral equipment; responds to requests for assistance from system users and resolves operational problems; and provides technical assistance in support of information systems.

Representative Duties:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Maintains and updates integrated systems; designs and implements enhancements and revised functions; develops various integrated solutions for database functions; documents system changes.

2. Installs, configures, upgrades, troubleshoots, and repairs personal computers, laptops, mobile computers, computer components, software, and peripheral devices; maintains, installs, and upgrades file servers and other network hardware.

3. Provides information system user support; responds to questions and inquiries on various hardware and software issues; investigates user problems; identifies source of problem; determines possible solutions, and implements and tests solutions.

4. Tests, diagnoses, and repairs computer systems and peripheral equipment including printers, modems, and network devices; troubleshoots equipment to ensure functional operation.

5. Evaluates new hardware, software and related equipment to identify modifications and enhancements for assigned systems.

6. Assures functionality, compatibility and stability of assigned systems; monitors resources, updates and upgrades the software and operating system, and resolves downtime and connectivity issues.

7. Maintains and updates Department internet site; creates web pages, and develops basic intranet and internet upgrades and solutions; analyzes website use and recommends solutions.

8. Performs a variety of duties in the installation, configuration, and troubleshooting of hardware and software applications and equipment.

9. Assists in the maintenance of telephone systems; completes moves, adds, and changes; diagnoses phone system issues and resolves.

10. Tests and troubleshoots local area networks (LAN) as necessary.

11. Assists in developing training or conducts training in computer systems and software as needed.

12. Troubleshoots radio issues on police motorcycles as necessary; diagnoses issues and resolves problems.

13. Maintains a variety of records and prepares special reports; creates and updates written procedures and related documentation.

14. Stays abreast of advances in technology and keeps current on relevant technology changes.

15. Provides assistance to higher-level information systems staff as necessary.

16. Performs related duties as required.

Qualifications:

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics of information technology systems, hardware, and software.
Principles and practices of computer science and information systems.
Computer operating systems.
Local area network applications.
Principles, practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems and applications.
Characteristics and limitations of computer systems and related equipment.
Methods and techniques of training and instruction.
Data processing documentation principles and practices.
Principles and concepts regarding development and maintenance of system documentation.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Principles and procedures of record keeping.

Ability to:
Analyze and maintain information systems and peripherals.
Install computer equipment, related peripherals, and software.
Troubleshoot hardware and software problems.
Analyze data and develop logical solutions to complex computer application problems.
Instruct and train staff in information system operations.
Research technical materials and provide and document solutions to problems.
Organize and prioritize work schedule and handle multiple priorities.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Adapt to changing technologies and learn functionality of new equipment and systems.
Understand and follow oral and written instructions.
Work independently in the absence of supervision, and as part of a team.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience GuidelinesAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Associate’s degree in Computer Science or a related discipline from an accredited college or university.

Experience:
Four (4) years computer systems experience including PC/server hardware and software installation, troubleshooting and support.

Experience with Windows XP/7, Active Directory, Microsoft Office and MS-Exchange is required.

IBM mainframe, Sunguard HTE, Citrix, Cisco voice over I.P., Altiris Client Management System/Helpdesk experience desireable.

License or Certificate:
An applicable Systems Administrator certification may be substituted for the educational requirement. Computer system experience and relevant educational degrees may be substituted on a year for year basis. Information systems technical certifications preferred.

Possession of an appropriate, valid driver’s license.

: Work is performed primarily in a standard office setting with some travel to different sites.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
