Information Technology Analyst I

Note: The salary range noted will increase on 7/2/2018 to: $5,747.04 to $6,985.57per month DOQ.

THE CITY: San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500. The City has approximately 190 full-time employees.

POSITION DESCRIPTION: The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as Information Technology Analyst I. This classification performs a variety of duties in the operations and maintenance of the City’s full service computerized information systems, including network administration, maintaining hardware and software configurations, providing user support, and to perform a variety of technical duties as required. There is currently (1) vacancy.

SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Information Technology Manager

Minimum Qualifications & The Ideal Candidate: EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Training:

  • Equivalent to a Bachelors degree from an accredited college or university with major course work in computer science, management information systems, network administration, or a related field. NOTE: At least three years of progressively responsible experience including maintaining computer/network systems and identifying/solving software and hardware problems may be accepted in lieu of the educational requirement.


Experience
:

  • Two years of experience in information systems in addition to a related Bachelor’s Degree

OR

  • At least five years of experience in information systems without a Bachelor’s Degree.


License or Certificate
:

  • Possession of, or ability to obtain, an appropriate valid California C driver’s license.


The ideal candidate will have knowledge of
:

  • Principles and techniques of applications and functions of computer software, computer hardware, networking equipment, firewalls and security, and server virtualization (VMware).
  • Computer Operating Systems, Networking technologies and protocols for local-area and wide-area data communications networks.
  • Characteristics and limitations of networking, computer and peripheral equipment, and maintenance methods and procedures.
  • System monitoring and management tools.
  • Information security principles and practices.
  • Principles and techniques of operational characteristics, services and activities of an information technology program.

  • Analyze, design, program, install and maintain computer and network systems.
  • Identify, evaluate and solve software and hardware problems.
  • Establish and maintain a computer maintenance schedule.
  • Train employees in the application and use of computer hardware and software.

  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities.
  • Maintain effective audiovisual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Examples of Duties: Essential responsibilities and duties may include, but are not limited to, the following:

Typical Duties:

  • Participate in the administration, monitoring, maintenance and repair of all computer hardware systems including servers, data storage systems, backup systems, work stations, mobile devices, switches, routers, firewalls, network infrastructure and related equipment.
  • Install and configure new computers and software; install computer and data communications network components such as routers, switches, firewalls, work stations, mobile devices, infrastructure, and cables; develop and maintain assigned computer systems; install and troubleshoot network and computing hardware and related cables.
  • Install, modify, test and troubleshoot existing computer systems; analyze problems; perform upgrades and make modifications to systems and individual programs as required.
  • Participate in the maintenance and repair of selected network and application software for the City’s wide area network.
  • Perform routine tasks of local area and wide area network administration and monitoring; establish a maintenance schedule for computers and related equipment.
  • Provide support for the City’s computers and users; determine users’ needs; work with computer users to resolve problems and answer questions on a variety of hardware components and software programs.
  • Coordinate information systems activities with other City departments; provide assistance and training in all applications; maintain the "Help Desk" for user assistance.
  • Prepare documentation for new systems and changes to existing systems including system program and user guides; ensure compliance with established standards and procedures.
  • Communicate and interface with end users; instruct end users concerning computer systems and software applications.
  • Research and formulate system documentation.
  • Procure and maintain computer hardware, software, and related supplies.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems.
  • Perform related duties and responsibilities as required.

Supplemental Information: WORKING CONDITIONS

Environmental Conditions:
Office environment; exposure to computer screens.

Physical Conditions:
Essential functions require maintaining physical condition necessary for light to moderate lifting, sitting for prolonged periods of time. Incumbent must be able to lift, push, pull and carry items that are moderately heavy. Incumbent must be able to bend, stoop, walk, kneel, and crawl in constricted spaces.
