Human Resources Generalist/Recruiter

Performs a variety of professional level activities in support of one or more functional areas of Human Resources including recruitment and selection, employee benefits, training, classification and compensation and other human resources administration.

Incumbents at this level are expected to work independently, apply well developed human resources knowledge, and exercise judgment and initiative in the performance of those duties. Must have strong written and verbal communication skills.

Minimum Qualifications & Requirements:
Bachelor’s Degree in Human Resources Management, or a related field and three (3) years of full-time professional experience in Human Resources; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed.

Experience that includes more than one functional area of human resources and experience in a public agency setting is desirable.

Certification as Professional in Human Resources is preferred.

Provides full spectrum of recruitment services; assesses, develops, and implements recruitment strategies;

Designs and implements recruitment programs to obtain qualified candidates; prepares job announcements, advertisements and other recruitment materials; interviews candidates, presents job offers and conducts new-hire orientation;

Coordinates benefits open enrollment program and events; educates employees on agency benefits; provides instruction and assistance on enrollment forms; and addresses questions regarding benefits;

Assists with employee benefits program; administer benefit policies and day-to-day operations, including benefit enrollments and changes, provides written material and consults with employees.

Conducts research, analyzes data, and prepares written and statistical reports and recommendations for a variety of human resource issues and topics;

Updates and revises policies, procedures, rules, and regulations and various handbooks as appropriate;

Assists with the design and implementation of various employee development and training programs;

Assists with compensation reviews including conducting research and analysis; drafts and updates job specifications;

Prepares and processes personnel documents; reviews and processes personnel action forms; enters personnel data into electronic and manual filing systems; reviews entries for accuracy and correctness; and maintains confidential personnel records;

Provides a wide variety of information, advice and consultation to employees, management and the public concerning human resource programs, policies and procedures, and interpretation and application of laws and regulations;

Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and participating as an active member of the work team;

Performs other duties of similar nature and level as assigned.

Knowledge of:
Basic concepts, principles and procedures of public personnel administration, particularly as related to the functional area to which initially assigned;

Methods and techniques of recruitment, testing, selection and interviewing;

Techniques for dealing with the public, in person and over the telephone.

Employee benefit programs, including health plan administration and cost containment measures;

Computer applications related to the work;

Applicable federal and state laws, rules, and regulations including Fair Labor Standards Act (FLSA);

Organization development theories and applications;

Training methods, programs, and techniques

Principles and practices of customer service;

Skill in:
Exercising tact and discretion in dealing with sensitive and confidential issues;

Recruitment and selection, employee benefits administration, classification & compensation, and training, depending on functional area assigned;

Attention to detail;

Consistently applying concepts, laws, methods, techniques, approaches and other guidelines of professional work in the human resources management field;

Organizing and prioritizing work and meeting deadlines;

Communicating clearly and effectively, both orally and in writing;
