Human Resources Generalist

The Police Pension Fund (PPF) has an exciting opportunity for someone with an experienced Human Resources background preferably with knowledge of city government rules and regulations. The successful candidate will report directly to the Director of Human Resources, performing the following:

  • Monitors, processes, and reviews payroll reports and bi-weekly payroll transactions, including additions to base pay, and ensures compliance with collective bargaining agreements and City payroll policies and procedures.
  • Manages the Annual Employee Performance Evaluation Program, preparing correspondence and tracking reports. Assists in the preparation of Tasks and Standards for new employees and also changes of assignment. Monitors the probationary periods for permanent and non-competitive employees.
  • Handles recruitment activities in NYCAPS and when necessary, external sites.
  • Conducts new hire pre-screening interviews;
  • Conducts new hire orientation and coordinates CityTime training.
  • Coordinates the civil service process with DCAS;
  • Serves as Financial Disclosure Liaison.
  • Maintains Training & Development Tracking Log.
  • Performs special assignments as requested by HR Director

Minimum Qual Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills

  • Working knowledge of NYC Personnel Rules and Regulations, and internal Citywide systems including: NYCAPS, PMS, CHRMS, PRISE and CityTime.
  • Strong analytical, research and written communication skills.
  • Ability to perform effectively under time-sensitive deadlines
  • Proficiency in Excel, MS Word and Outlook.
  • Professional demeanor and proficiency in customer service.
  • Must be well organized, assertive, and able to work independently and collaboratively.
  • Strong work ethic.
  • Excellent attention to detail and organizational skills. Strong people and leadership skills.

This position is open to applicants who are already permanent in the Administrative Staff Analyst title.
