Human Resources Analyst

We have an exciting new opportunity for an experienced HR professional to assist with training, onboarding, performance and LMS system administration, compensation analysis, and departmental communications as a shared resource across the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Training:
Deliver and facilitate training in the areas of; supervisory training, employee development, leadership skills, and human resources policies and procedures

Assist with retirement and benefits training coordination, including establishing relationships with contacts from the Department of Retirement Systems for retirement seminars and regular opportunities for employees to obtain on-site planning assistance. Onboarding:

Lead new employee onboarding sessions

Maintain and enhance materials as needed

Develop and implement employee and leadership onboarding materials System Administration:

Maintain and provide assistance with new performance management system

Maintain our Learning Management system and provide assistance and training to managers

Create and run reports for Performance and LMS

Assist with completing job descriptions and knowledge transfer as it relates to succession management Compensation:

Assist with completing compensation surveys

Develop and implement process improvement practices for updating job descriptions Communications:

Identify and implement creative strategies to share human resources information to city employees

Update our department intranet site to ensure information is accurate, links work appropriately, and monitor usage

Keep up to date on our department training calendar and ensure communication is sent out on upcoming trainings and events

Manage and write content for our HR eNewsletter and continue to create new communication methods for a variety of audiences

Draft communications for employees and supervisors within the organization relating to policies, procedures, or program changes and updates

QUALIFICATIONS:
Knowledge, Skills, and Abilities

Knowledge of current trends and practices of public human resources administration; knowledge in one or more of the following disciplines: staffing, employee relations, compensation, benefits, labor relations, communications, civil service, performance management, and training.

Experience working with performance management and learning management systems

Technical knowledge and expertise in job analysis, compensation and conducting market studies

Skill in researching moderately complex issues and developing recommended actions.

Skill in developing and facilitating training to a variety of audiences

Skill in collaborating with diverse customers to form partnerships to achieve common objectives.

An ability to:
Analyze and interpret HR-related information.

Carry out assigned projects to their completion.

Communicate effectively orally and in writing.

Establish and maintain effective working relationships with internal and external individuals, city officials, and the general public.

Maintain confidential and sensitive information.

Listen and ascertain the needs of customers.

Find and communicate accurate information concerning processes, policies, and procedures to customers.

Plan, organize, and facilitate meetings, including agenda preparation, minutes, and other documentation.

Critical thinking skills: analytical, problem-solving, and decision-making skills as well as sound judgement.

Ability to work independently, make sound decisions under broad guidelines and perform well under pressure.

Ability to plan, prioritize, organize, and accomplish work within deadlines. Education, Experience, and Other Requirements

Graduation from an accredited four-year college or university with a degree in human resources, psychology, communications, business, public administration, or related field.

Two or more years of professional, related experience in a human resources discipline (staffing, employee relations, compensation, benefits, labor relations, communications, civil service, performance management, and training).

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
