District Level Human Resources Specialist

Position Description: Human Resources Specialist

This position provides analytical support to the Assistant Superintendent and East Detroit Public Schools district. The position provides reports and information related to all employee groups including matters of a confidential nature; performs payroll calculations and changes for processing; and handles daily work pressures, requiring constant concentration on a volume of work which must be completed within a limited period of time. The person in this position must be able to successfully perform the essential duties and responsibilities in an environment with constant interruptions.

Education and/or Experience: Associate’s Degree in Accounting or equivalent related experience; prior successful experience in human resources strongly preferred.

Language Skills: Ability to communicate fluently verbally and in writing in English. Ability to respond to common inquiries or complaints from students, parents, staff, regulatory agencies or members of the community. Ability to effectively present information to directors, administrators and the Superintendent. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write reports and business correspondence.

Mathematical Skills : Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Use district budget and accounting software for department needs. (AS400)

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Computer Skills: Proficiency in the usage of accounting, database software, internet software, email and word processing software. Ability to proficiently use the following programs strongly preferred: MS File Explorer, MS Word, Visions, MS PowerPoint, Publisher and Excel. Understanding or skill to use on-line web based programs such as: AESOP, Applitrack, PowerSchool, and STAGES. Ability to type accurately and proficiently.

Other Skills and Abilities: Ability to appropriately communicate with staff at all levels and others including vendors, law enforcement and other agencies. Ability to exercise good judgment and work in an environment with frequent interruptions and competing priorities.

Certificates, Licenses, Registrations: MSBO Certification preferred. Other certificates as determined by the District including a valid Michigan Driver License.

Essential duties:

Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

  • Create master school calendar in cooperation with licensed bargaining unit representatives and administration. Create other necessary work calendars for other employee groups (nutrition, transportation, secretaries, administrators, job shares, etc)
  • Develop annual salary schedules according to CBA’s and MOU’s for payroll specialist.
  • Ensure leave benefits established in CBA’s are recorded and applied accurately.
  • Review and monitor staff allocation compared to adopted budget to ensure district adheres to budget (review account codes, # of contract days, temporary or permanent position).
  • Provide payroll annual vacation pay data for eligible classified employees (pro-rate as necessary). Process vacation payouts for resignations and dismissals. (June)
  • Provide payroll data for annual longevity pay for eligible employees. (November)
  • Calculate insurance savings per licensed CBA and provide to payroll to distribute to appropriate licensed employee recipients. (March)
  • New Fiscal Year: a. Review employee records to ensure salary advancements occur accurately. b. Review account code changes as a result of position changes, which may result in day and hours changes. c. Review leave benefits to ensure accruals are accurate and make any necessary adjustments. d. Review whether licensed employees move on the salary schedule as a result of receiving in-district credits.
  • Complete and respond to surveys (OSBA, OSHA, EEO).
  • Review and approve electronic position action requests.
  • Compile reports for collective bargaining unit representatives. Specifically, communicate EDFT representatives regarding FTE, membership, payroll and status changes).
  • Calculate payment for student teacher mentors and provide payroll data to payroll specialist for processing.
  • Generate data changes for payroll specialist for special compensation changes and adjustments (e.g. grievance settlements, improper salary placement, etc)
  • Manage and coordinate FMLA, OFLA, LTD, STD, and Workers Comp benefits. Coordination of these benefits often results in adjustments to compensation which must be calculated and provided to payroll specialist.
  • Serve as a resource to employee groups for information on personnel policies, contract procedures, rules, compensation and benefits.
  • Assist Assistant Superintendent with special projects.
  • Research, create, input, format, organize and edit relevant data as needed or requested and prepare in a usable format for director or other administrators.
  • Independently answer routine questions and correspondence from staff not requiring the supervisor’s attention.
  • Complete a high volume of computer work, using District computer programs, to input high volume of data with speed and accuracy, including confidential data, in an environment with constant interruptions. Appropriately maintain and secure confidential personnel records and inquiries.
  • Professionally represent the school and the District in interactions with parents, community, staff, and students.
  • Format and complete special projects as assigned by Assistant Superintendent.
  • Maintain appropriate certifications and training hours as required.
  • Comply with applicable District, state, local and federal laws, rules and regulations.
  • Attend work regularly.
  • Other duties may be assigned as needed

Marginal Duties and Responsibilities:

Marginal duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

  • Serve on building and District committees and councils such as Talent Management Committee.
  • Serve as Notary Public for District.
  • Draft and create District employee communications.
  • Serve as backup to other office staff.
  • Support the supervision of students if necessary as Central Office is connected to a school.
  • Report issues to authorities as necessary, animal control, suspicious activity etc.

Job Type: Full-time

Salary: $40,000.00 to $55,000.00 /year
