HSE&Q Manager

Role purpose

To lead and manage both HSE and Quality functions on the site and be responsible to:

  • develop, implement, control and ensure compliance with the site’s HSE&Q Policies, Codes of Practice and activities according to the requirements of Syngenta Global HSE&Q, local legislation and best practices.
  • plan, maintain, improve and drive the HSE&Q Management Systems and procedures across the site processes and ensure the systems are effective and add value to the business.
  • enable effective identification and management of risk scenarios and HSE&Q risks on site including potential tolling and contractor activities.
  • manage the HSE&Q department, personnel and facilities including the waste treatment plant, Occupational Health & Safety clinic and on-site laboratory.
  • drive site HSE&Q activities and continuous improvement projects and ensure HSE&Q is in compliance with policies and product quality.
  • implement the HSE&Q functional strategy within the site to ensure legal and internal compliance, maintain a sustainable high-level HSE&Q performance and the integration of HSE&Q considerations within all existing and new operations and activities.
  • provide leadership and direction to the HSE&Q function and support implementation of the site plans as part of the Site Leadership Team by providing managers and employees with technical information, best practices, guidance and support.

  • Accountabilities

  • Lead and manage the development and implementation of the annual HSE&Q plan, strategies and objectives in compliance with HSE and Quality management systems, including the intended implementation of an ISO certified Integrated Management System (IMS).
  • Chairperson of the site HSE Committee.
  • A member of the site emergency team, internal audit team, and teams for site improvement management to achieve site objectives.
  • Ensure that process and product changes conform to requirements to ensure changes meet design intent and achieve site strategy.
  • Assist production in process control and advise process improvement where appropriate to ensure manufacturing process control is in line with company HSE&Q objectives.
  • Review and advise formulation recipes and issue instruction when necessary to ensure HSE&Q requirements are consistently met.
  • Ensure that workings are compliant with Global and Local HSE&Q standards and policy, including meeting all Code of Practice (COP) requirements.
  • Ensure appropriate KPI reporting of agreed HSE&Q metrics, system records are updated and timely reporting of any HSE&Q incidents.
  • Support the Site in identifying key HSE&Q risks and appropriate mitigation measures, including managing processes such as Workplace and Task risk assessments, root cause investigations and Site risk reviews.
  • Dealing with and management of external stakeholders and organisations on matters pertaining to HSE&Q, including Government Officers, Global HSE&Q Function Leads and local Registration authorities on matters related to HSE and Quality to ensure that all activities are compliant with local registration.
  • Manage the supplier & customer complaints process to ensure that root causes are verified and corrective and preventive input are actioned to avoid recurrence; follow up the corrective / preventive action of the non-conformity.
  • Implement and maintain the relevant accreditation of the lab and quality procedures.
  • Recruitment and management of HSE&Q staff in line with Syngenta’s value of Growth for All using Syngenta’s individual Performance Management process and identification of individual training needs and plans. To lead and develop the HSE&Q team in achieving their performance objectives and ultimately achieve the site and business strategy.
  • Budget responsibility for HSE&Q functions associated cost centres on site.
  • Provide advice and support to the Leadership Team to enable effective management of HSE&Q.

    Knowledge, Experience & Capabilities


    Critical Qualification

  • A relevant tertiary qualification
  • ISO Accredited Auditor for standards 45001, 14001, 9001 would be beneficial
  • Critical knowledge & Experience

  • HSE and Quality management and management systems in a chemical manufacturing environment.
  • Knowledge of Auditing Systems
  • Knowledge of Cross Contamination Prevention Management
  • Experience of lab management
  • Experience in developing and implementing HSE&Q systems and programs
  • Experience in a production and processing environment
  • Experience in RCA, FMEA, Hazop and PRA processes
  • Good knowledge on Legislation in HSE&Q including Process Safety Management and Major Accident Hazards
  • Financial budgeting, processes, influences and cost controls
  • Familiar with Continuous Improvement tools, eg. Fishbone, 5why’s, DMAIC etc.
  • Track record of delivery in Continuous Improvement initiatives and Project and Change Management
  • Line Management of multifunctional teams
  • SAP and LIMS knowledge & experience (beneficial)
  • Familiar with HSE & Quality Management systems, chemical QC and statistical techniques
  • Familiar with quality/pesticide relevant law, regulation and practice

  • Understand the complexities of operating in a global organisation and matrix reporting environment.

  • Is well versed with computer systems (MS office etc.) and gSAP environment
