Homeless Programs Support Specialist (Social Service Program Specialist 2)

Special Note: This is a grant funded position. Continued employment is contingent upon job performance/evaluation, continued funding of the program and other appropriate County procedures.

Pierce County Community Connections provides services in four areas: Children & Youth, Parents & Families, Seniors and Adults with Disabilities, Housing & Homeless.

The Department manages federal, state, and local funding. We offer 60+ programs and services in Pierce County. Thousands of clients come through our doors each day.

Resilient Individuals

With on-site information and assistance staff, case managers, contract managers, and other professionals, we provide support for a wide range of services. In addition to meeting one-on-one with clients, we contract with local providers to carryout services throughout the County.

Strong Families

We work to develop low-income housing, transportation services, and public facilities to support capital improvement projects.

The Program Evaluation Specialist 2 conducts technical work assisting with planning, development, and evaluation of County funded Homeless Housing and Service programs. Evaluation may include coordinating contract and monitoring processes of these programs

Position Summary:
Assist with program planning and development activities for Homeless Housing and Service programs. Serve as project lead in creating and executing contracts.

Monitor contracts to ensure compliance with program guidelines and contracted goals and objectives. Prepare monitoring reports, including recommendations regarding contract compliance and program performance.

Assist with funding application processes, including preparation of Requests for Proposals and Notices of Funds Available. Support Application Review Committees and compile recommendations for awards.

Assist in the development of policies and procedures specific to homeless programs and the homeless crisis response system.

Provide technical assistance to subcontractors regarding program performance and contract compliance.

Conduct research and prepare and/or review reports. Keep current on best practices and evidence-based

Work with social service staff to identify and implement quality improvements to the delivery of homeless housing and support services.

Review monthly provider payment requests to ensure contract and funding compliance.

Review and maintain an awareness of federal, state and local laws and regulations affecting program services and client groups.

Work with supervisor, other division and department staff, other government agencies, service providers, and other organizations as necessary.

Maintain regular, predictable and punctual attendance during regularly scheduled work hours at assigned worksite.

Meet travel requirements of the position.

Perform the physical requirements of the position; work within the established working conditions of the position.

Qualifications:
Bachelor’s degree in public or business administration or social work, or a related field and two years of professional social services work experience which includes work with related programs, contracts, planning, or services required. Any combination of education and experience may substitute for the minimum requirements.

SPECIAL REQUIREMENTS AND/OR QUALIFICATIONS: Successful completion of a Pierce County background investigation is required prior to employment. Must possess a valid Washington State Driver’s license, or the ability to obtain the license within 30 days of employment, or otherwise meet the travel requirements of the position.
