Health System Specialist (Compliance Officer)

The Compliance and Business Integrity Officer/Integrated Ethics Officer serves as the principal advisor in the area of Compliance and Business Integrity (CBI) and Integrated Ethics (IE) for the Medical Center. The incumbent is supervised by the facility director, and is responsible for program development, administration, evaluation and advisory functions. As Compliance and Business Integrity Officer (CBIO), the incumbent contributes to the fulfillment of VHA mission and vision by planning, designing, implementing and

maintaining the CBI Program policies and procedures within the Boise Veterans Affairs Medical Center. The incumbent fulfills the role of liaison between the VISN Compliance Office and Boise VAMC by ensuring information received is disseminated to the appropriate areas, ensuring employees maintain compliance with mandates from regulatory agencies, and ensures monitoring is conducted to track and promote compliance with VHA policies and procedures. The CBIO serves as a role model for ethical behavior and promotes an awareness of moral principles consistent with the mission, vision and values of the organization and the requirements of federal law. As Integrated Ethics Program Officer (IEPO), the incumbent directs the day-to-day activities of the IE program and manages the activities of the IE program’s subordinate components.

Advises the Medical Center Director and executive leadership team regarding unanticipated issues/problems that arise pertaining to the CBI and IE programs, as well as other administrative investigations, and presents recommended solutions along with the rationale for such. The incumbent is occasionally assigned projects outside the scope of the CBI, IE, and mentoring programs, such as internal investigations related to employee misconduct in violation of information security, EEO, or other standards of conduct expected of

government employees. In these cases the incumbent is expected to lead teams or groups to accomplish specific objectives and communicate findings orally and in writing to executive leadership.

Specialized Experience :
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Advising of organization integrity in the business arena.

Promoting organizational stewardship through the coordination of training and educational programs related to compliance.

Ensuring a mechanism is utilized for documenting and tracking operational area compliance training and monitoring this mechanism to ensure the system is used and information is captured timely.

Providing guidance and counsel on the incorporation of standard compliance related activities into operational areas.

Overseeing and coordinating day-to-day operations and functions of the Integrated Ethics Program.

There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Requirements: ?, This position requires the ability to move about in the office and throughout the facility. Physical activity relates to walking, standing, reaching, stooping, bending, kneeling,

crouching, or carrying light items (less than 25 pounds). Work requires daily use of personal computer. Rigid demands may at time become stressful.

Time-in-grade : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level .
