Solano County welcomes applications for the position of Health and Social Services (H&SS) Planning Analyst. The mission of Solano County Health and Social Services Department is to promote cost-effective services, which safeguard the physical, emotional, and social well being of the people of Solano County. Solano County Health and Social Services Department was created by the Board of Supervisors in 1992. The Department employs over 1,262 employees working in 22 office throughout Solano County and is organized by seven program service areas.

The Position
The Health and Social Services Planning Analyst will play an integral role in helping the Health and Social Services Department to meet the goal of providing effective services in a timely and cost efficient manner. In this role, the H&SS Planning Analyst will perform professional level program planning and development work in support of departmental operations, programs and services. This will be accomplished by planning, developing, coordinating, monitoring, and evaluating various health and social services programs. The H&SS Planning Analyst will research best practices, models being used to address community needs and revenue sources, and perform feasibility studies relative to new or re-designed services.

The current vacancy is located in the Administration Division.

The ideal candidate will have strong writing and analytical skills, as well as the ability to analyze legislation, develop grant applications and program proposals to obtain state and federal funding, and represent the Department before boards and committees.
The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

P OSITION REQUIREMENTS

Experience: Three years of increasingly responsible experience in a professional-level analytical and/ or project/program management capacity, preferably in a governmental agency.

Education/Training : A Bachelor’s degree is required from an accredited college or university with a major in psychology, social work, health services administration, public or business administration or a related field; a Master’s degree in a related field is desirable.

BENEFITS
Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2017 calendar year is $1,430.11 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

The County observes 12 fixed, paid holidays per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

An additional 5% pay differential is allotted for assignments in Child Welfare Services.

11/27/17 – Tentative week for scoring supplemental questions for second application review.

12/11/17 Tentative week for oral board interviews for most qualified applicants

All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination . Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed.
