GRANTS DEVELOPMENT OFFICER

GENERAL DESCRIPTION

This is responsible technical administration work pertaining to researching, obtaining, monitoring and coordinating grants. . An employee in this classification is responsible for grant research, , , monitoring and documenting grant applications through the approval process, developing and writing reports and identifying efficiency improvements in approval process… This position will be responsible for updating and maintaining compliance with the City of Atlanta grant approval processes.

ESSENTIAL FUNCTIONS

  • Research, identify, analyze and make recommendations regarding grant sources to fill funding gaps that are compatible with Departments/Divisions mission, values, strategic plans, programs and goals.
  • Meet with appropriate levels of leadership to remain informed of individual division and overall departmental needs.
  • Maintain and track grant requests and reporting requirements.
  • Coordinate the development of grant applications by establishing timelines, outlining tasks, assignments, and deadlines. Facilitate timely communications with program leadership; collect grant submission materials from program leadership and submit grants on behalf of the Department/Division.
  • Prepare and process letters and correspondence with prospects and grantors, presentation materials, and other related grant documents.
  • Monitor the status of grants through the approval process at federal, state, and local levels.
  • Monitor reporting requirements for federal, state, local and private foundation grants in accordance with City policies and procedures.
  • Develop and prepare written reports regarding research, findings and recommendations.
  • Maintain contact with and develop working relationships with state, federal and local grantor sources.
  • Maintain working relationships with Atlanta Police departments, and staff from other federal, state and local governments, and community organizations.
  • Maintain database and files regarding information about grantors, including contact information, requests for funding, reporting requirements, deadlines, and whether the requests are funded or not funded.
  • Develop and maintain lists of local, state, and federal grant sources
  • Assist project managers and fiscal office with timely contract, progress reporting, and reimbursement billings with project managers and fiscal office.
  • Maintain comprehensive knowledge of particular areas involved in identifying and soliciting grants; collaborate with various internal departments.
  • Assist in providing analysis and evaluation of supporting documentation.
  • Monitor legislative issues, and proposals that may affect Department/Division, and bring to the appropriate managers attention for review.
  • Monitor and report grant program developments to project managers, and senior staff.
  • Maintains regular, predictable and punctual attendance during regularly scheduled work hours at assigned worksite.
  • Performs the physical requirements of the position; works within the established working conditions of the position.
  • Works a flexible schedule, which may include evening, and overtime to ensure grant application submittal

OTHER JOB FUNCTIONS:

  • Perform other job functions as assigned.
  • May provide staff support to department manager.

SUPERVISION RECEIVED AND EXERCISED: Work is performed under general supervision with the employee expected to plan and accomplish work independently after objectives, priorities and deadlines have been defined.

WORK ENVIRONMENT: The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of the position. The Grant Coordinator/Writer works in an office environment on a daily basis. Travel to various work sites and/or meeting locations may be required. Work is generally completed on a regularly scheduled basis, however, attendance at meetings or completion of overtime work outside of normal scheduled hours may be required. Extended periods of concentration and sedentary work are required. Work is subject to frequent interruptions and normal office noise.

PHYSICAL REQUIREMENTS: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the position. Finger dexterity to operate equipment used in the position, talking, seeing, and hearing. There is some walking, sitting, bending/stooping, pushing/pulling and minimal lifting associated with the classification as it is currently performed. Ability to travel to attend meetings away from regular work site may be required. May be required to lift and carry up to 25 lbs.

Knowledge of:

  • Grant writing and administration
  • Grant management principles and practices
  • Principles and practices of environmental issues, planning and public works;
  • Research methodology, data collection, analysis and reporting
  • Trends, regulations and developments in assigned program areas.
  • General office practices, procedures, and principles relating to grant procurement and contracting.
  • Applicable federal, state and local laws, rules, regulations and policies
  • Extensive knowledge of the nature of division projects, priorities, and the existing funding in order to determine funding gaps that could be filled with a grant.

  • Analyze and interpret complex information and situations quickly and objectively; determine a proper course of action.
  • Use effective communication and interpersonal skills to inform, educate, persuade, motivate, gain concurrence and agreement, resolve conflict and/or develop alternatives.

  • Physically perform the essential functions of the classification.
  • Meet the travel requirements of the position.
  • Represent the City in a positive, professional manner.

MINIMUM REQUIREMENTS

A Bachelor’s degree in business administration or public administration, AND, two (2) to three (3)years of grant research and coordination experience or any equivalent combination of experience and education is required. Positions in specific program areas may require program-related experience, education and/or training.

SPECIAL REQUIREMENTS AND/OR QUALIFICATIONS: A valid Georgia State driver’s license may be required when travel is required of the position. Ability to successfully complete all required background investigations.
