Grants Coordinator II – #65670

THIS POSITION IS LOCATED IN ADMINISTRATION AT HEADQUARTERS, BLYTHEWOOD, SOUTH CAROLINA. Under general supervision, monitors awarded grant funding by keeping up with expenditures and commitment items by pulling and reviewing BEX reports in SCEIS. Coordinates with grant sponsors (FEMA /DHS, FMCSA. FHWA), SCDMV Directors, Deputy Directors and stakeholders involved in the overall grant processes to make sure that procedures are in place to ensure that the grant funds are spent for projects in which they were awarded and that grant regulations are followed. Develop and maintain grant files, both electronic and hard copy. Create and update grant manuals. Search www.grants.gov daily to find applicable grants that fit the goals and objectives of the agency.

1. Monitors awarded grant funding by keeping up with expenditures and commitment items by pulling and reviewing reports in SCEIS. Works closely with the Program Coordinator II, stakeholders and Budget Unit on all grants to make sure that procedures are in place to ensure that the grant funds are spent for projects in which they were awarded and that grant regulations and SCDMV/grant goals are followed. Provide oversight of all daily administrative activities for Grants Administration. Ensure that accurate grant records exist for audit trail purposes.

2. Coordinates with lead agencies FEMA/DHS, FMCSA, FHWA, SCDMV Directors, Deputy Directors and programmatic personnel involved in the overall grants processes to review grant availability, instructions, preparing of grant application and submission, awards, amendments, extensions, quarterly/semi-annual/yearly reports, vouchers for reimbursements, progress reports and closeouts with access to various websites to perform these duties. Monitors the administration of the grant award throughout the life of the grant from the grant award to the closeout of the grant.

3. Develops and maintains grant files both electronic and hard copy; creates and updates grant manuals with pertinent information for quick review by Grants Administration as well as programmatic personnel and grant sponsors. Reviews emails received daily from www.grants.gov looking for grant opportunities that may pertain to SCDMV goals and objectives.

4. Prepares for meetings by setting up the meeting appointment, helps with the creating of agendas and handouts, and distributes the information to managers, employees and/or customers prior to meetings. Attends meetings and records minutes and list of action items assignments. Distributes minutes, notes and other information to managers and stakeholders. Handles shopping carts for supplies and travel arrangements for Grants Administration.

5. Assists in the preparing of the year-end closing packages related to grants as needed. Completes annually CCR renewal and prepare financial or programmatic audits. Serves as an Audit liaison with external auditors in relation to grants. Attends grant webinars and workshops for training.

6. Performs other duties as assigned by supervisor.

Minimum and Additional Requirements:

State requirements: A bachelor’s degree and business, personnel, grant-in-aid or public administration experience.

Extensive knowledge of the principles, theories and practices of grant regulations, policies and guidelines. Knowledge of pertinent laws and program funding policies. Some knowledge of government accounting and budgeting practices. Ability to establish and maintain effective relationships with grant recipients and with local, state and federal agencies. Experience with the SCEIS system. Experience with Microsoft Excel. Ability to interpret and analyze financial data, records and reports. Ability to proficiently apply mathematical concepts. Excellent organizational skills and strong computer skills are necessary.

Additional Comments:

Knowledge of grant regulations, policies and guidelines. Knowledge of pertinent laws and program funding policies for grants. Knowledge of government accounting and budgeting practices. Experience with SCEIS, Word, PowerPoint, and Excel. Ability to interpret and analyze financial data and reports. Ability to effectively communicate with grant stakeholders and grant sponsors.

Works independently and responsible for daily decision making, planning and directing efforts under the areas of responsibility.

Works in a climate controlled office setting. Good communication and writing skills. May be required to work outside normal business hours.
