Government Relations and Research Analyst

Assists the Director and staff with the research, development and execution of the Society’s regulatory and legislative advocacy efforts relating to health care and the physician practice environment in Massachusetts. Contributes to and supports efforts for programs involving the identification and analysis of state regulation and legislation, and recommendations for strategies on issues of concern to MMS advocacy efforts. Monitors and researches the healthcare landscape with a focus on the physician practice environment using both quantitative and qualitative research. Drafts print and digital communication to MMS members, regulators, legislators and the public as assigned. Serves as staff liaison to committees and task forces, health care organizations and coalitions as requested.

RESPONSIBILITIES:
Supports the Director, and the Legislative and Regulatory Affairs Counsel with the research, development and execution of MMS regulatory and legislative advocacy efforts, analyzes state regulations, legislation and state budgets, and prepares recommended strategies for addressing issues. Serves as an advocate with state regulatory agencies and the legislature.

Conducts research and analysis on a broad range of health policy and advocacy topics, concerning health law, legislative and regulatory issues. Upon request, assists the General Counsel and MMS staff in developing positions and/or providing research on a variety of health policy issues.

Supports the Director of Health Care Research, Analysis and Insight in quantitative and qualitative research and analysis to inform and support the Society’s health care policy efforts and provide insight into key practice issues. Develops comprehensive reports, including trending analyses, from the results of this research and works with consultants as necessary to complete activities.

Acquires, manages, analyzes and summarizes information obtained from external health care databases, and serves as a point of contact with sources and providers. Works with vendors and contractors, e.g., survey research firms on an as needed basis.

Drafts technical documents including proposed regulatory policy, legislation and testimony, conforming to appropriate agency/legislative rules and practices.

Provides insight and assistance to members and staff with ad hoc requests and answers health care research, landscape and policy questions as requested. Authors or contributes to the authorship of health policy white papers on emerging issues.

Provides reports as requested for the Board of Trustees and House of Delegates (HOD), drafts HOD resolutions and develops supplemental material for resolutions. Assists with support at Annual and Interim Meetings, and may participate on committees and task forces.

Drafts print and digital content for the department’s internal and external communications, including the MMS website and member publications.

Serves as staff liaison, researcher and/or advisor to MMS committees and task forces as assigned.

Required Skills

Required Experience

A Bachelor’s degree or equivalent and 1-2 years of related healthcare industry and/or legislative/regulatory experience are required. A JD, MPH or related graduate degree are preferred. Exceptional communication, presentation, interpersonal, negotiation and relationship building skills are important. Proficiency with MS Office applications and the ability to work as part of a team in a challenging, multi-project environment are also necessary.
