Government Programs – Data Analyst

Job Summary

The Government Programs Data Analyst plays an integral role in supporting the implementation and operations of Propel Health’s Accountable Care Organization (ACO) by providing analytic support around the externally reported quality measures required by Centers for Medicare/Medicaid Services (CMS). The Data Analyst works collaboratively across multiple statewide stakeholders to ensure compliance to CMS requirements for participation in the programs that we engage in. The Data Analyst is responsible for understanding and ensuring compliance to specific requirements and regulations, making recommendations based on annual final rulings and interim program publications, ensuring effective communications between parties, and regularly providing government program updates to senior leadership. This individual works well in a fast-paced, start-up environment, is comfortable with unstructured problems and data gathering/analysis, builds credible partnerships with multiple groups and is thoughtful and responsive to business partner requests while supporting the organization’s capabilities and serves as Propel Health’s expert in Government Programs. S/he approaches issues or questions with laser critical thinking and resolves problems with a data-driven approach and government regulations with intense intellectual curiosity.

Responsibilities

  • Brings a curious and creative mindset to understanding our organization’s operations, and apply that understanding to ACO tactical functions
  • Serves as a liaison by tracking and monitoring communications between CMS, the ACO, and Propel Health, including driving question and answers between both organizations
  • Develops a command of all CMS Government Program regulations, and how those regulations and requirements affect our strategic involvement in the programs
  • Serves as an expert resource on government program data and analysis
  • Assumes the analytic responsibilities in ensuring validity and integrity of the data
  • Actively suggests analytics opportunities and best practices
  • Collaborates across a high performing team of functional experts, program directors, and data analysts to accommodate new reporting requirements
  • Participates in the development of an action plan that will meet the annual timeline for the reporting of the program quality measure results
  • Leads and coordinates the institution’s annual external reporting of quality measures to CMS
  • Identifies new quality related data needs, as appropriate, and leads in setting up systems for capturing, validating and reporting of such data.
  • Assists with quantitative analyses using large databases to determine program outcomes or to conduct policy simulations
  • Writes client memos, issue briefs, chapters of analytic reports, and proposals for new projects
  • Coordinates relationships with third party vendors (i.e. CG CAHPS, Press Ganey, etc.)
  • Identifies opportunities to continuously improve various operational processes and the root cause of issues to improve client, member, and provider service.
  • Maintains an up to date knowledge of regulatory requirements and industry best practices as it relates to ACO, Medicare, Medicaid and other government program data
  • Continuously monitors and follows up on issues to ensure timely resolution, including escalating issues to senior management as needed
  • Supports the issue management process by effectively listening in meetings, documenting the facts and questions, and resolving select issues through analysis
  • Attends CMS training sessions and other appropriate industry meetings

Qualifications

Required

  • Bachelor’s degree in public policy, economics, statistics, public health, a social science or healthcare-related field
  • Healthcare experience, preferably with Medicare/Medicaid government programs
  • Knowledge of government programs regulations, requirements and best practices
  • Intermediate experience in Excel for analyzing, quality checking, and submitting data
  • Superior organizational skills, high attention to detail, and demonstrated ability to multitask
  • Ability to interpret and advise on federal and state regulations
  • Ability to communicate tactfully and diplomatically with others, including senior staff and clients
  • Good judgment and common sense, especially in situations in which guidance is unclear or absent
  • Flexibility to handle multiple priorities, sometimes simultaneously, under deadline pressure
  • Budget analysis and/or project management experience

Preferred

  • Advanced level experience in Excel and/or Access for data analytics including knowledge of key formulas and functions, data mining techniques, data tables, pivot tables, V-lookups, macros, etc.
  • Analytical skills for quality outcome analysis and modeling from Medicare claims
  • Quantitative analysis experience including working knowledge of statistical data analysis packages.
