Florida Department of Health in Seminole County is looking for a self-motivated, hardworking individual to fill our Government Operation Consultant III position located in Sanford, FL.

POSITION DESCRIPTION

The incumbent in this position will work directly with the Office of Performance and Quality Improvement Director to support organizational Accreditation, Quality Improvement, Performance Management, Workforce Development, Strategic Planning and Community Health Improvement Planning activities. He/She will provide training and other technical support to both internal and external stakeholders to promote continuous process and performance improvement. The incumbent will provide strategic planning and assessment support towards organizational objectives. He/She will maintain primary responsibility over the monitoring of Individual Plan Development information, identifying organizational competency needs and opportunities for development. This is a highly engaged position requiring excellent communication skills both written and verbal.

Collects and assesses employee satisfaction data to determine and prioritize organizational training and development needs. Coordinates with Human Resources to obtain training and development resources and ensure appropriate documentation in Workforce Development System and personnel files. Communicates development and other training opportunities to staff as appropriate. Updates Workforce Development System to reflect updated IDP information. Communicates and works with supervisors and staff to complete IDPs. Develops annual Workforce Development Plan, ensures appropriate documentation is maintained and submitted to the State office and other entities as appropriate. Develops staff engagement surveys as appropriate to support Workforce Development and other Strategic Plan Goals associated with Priority 4: Workforce Development. Works with community partners and other LCHDs to coordinate training and development opportunities, promoting resource sharing and funding responsibility. Acts as the organizational contact between the State and DOH-Seminole regarding Workforce Development activities.

Leads/Facilitates Community Health Improvement Planning Objective Action Teams. Provides guidance and technical support to team in development and monitoring of action plans, measures of success, barriers/aids and lessons learned to ensure continued improvement. Organizes team meetings, develops agenda and ensures appropriate documentation. Educates the community regarding CHIP objectives and progress. Develops written communication regarding objectives for newsletters, state updates and as requested by the DOH-Seminole PMC team. Leads annual CHIP updating and reporting process. Acts as the organizational contact between the State and DOH-Seminole regarding CHIP.

Develops trainings, presentations and other written communications to support the Office of Performance and Quality Improvement. Provides community presentations regarding DOH-Seminole activities as appropriate. Provides in-house training to staff as appropriate. Acts as the department primary written communication developer. Creates newsletter articles, supports grant documentation, submits QI/Performance Management projects and activities to NACCHO toolbox and PHQIX. Completes annual review for the Community Health Improvement Plan, Strategic Plan, Quality Improvement Plan and Workforce Development Plan.

Leads various Quality Improvement projects that support organizational Strategic Objectives. Develops team and documents process in accordance with selected improvement approach. Utilizes appropriate improvement tools including process mapping, root causing and action planning. Provides information to State office and other stakeholders as appropriate.

Performs additional tasks as assigned to support the Office of Performance and Quality Improvement and the Department of Health in Seminole County.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Advanced Excel, Visio, PowerPoint and Word knowledge. Ability to develop data collection templates, collect, analyze and evaluate various forms of data. Ability to speak professionally in public to both small and large groups. Basic Quality Improvement Tools and technique skills. Ability to develop clear and concise written communications appropriate for targeted audience. Ability to develop presentations and other educational materials.

Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Working Hours: Daily from 8:00am to 5:00pm
