DESCRIPTION:
This highly responsible professional position is responsible for developing and supporting public health and community-based partnerships in Miami-Dade County. This work consists of developing and implementing community mobilization activities and research that seek to increase HIV/AIDS awareness, increase HIV testing and link persons living with HIV/AIDS into care in Miami-Dade County. This position reports to the Prevention Program Coordinator and will be responsible for providing technical assistance and acting as a liaison between the Office of HIV/AIDS and the Men who have Sex with Men (MSM) community in Miami-Dade County by ensuring that HIV programs and services are directed to the MSM community. This position also serves as the lead on MSM-focused activities relating to prevention and serves as the Statewide MSM Coordinator for the HIV Prevention Program within the HIV/AIDS and Hepatitis Section and works directly with the Prevention Program staff located in Tallahassee.

EXAMPLES OF WORK:
Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service to the MSM community throughout the state. Duties include but are not limited to, assessing needs, setting priorities and developing interventions with special attention to the MSM community. Serves as a health education advisor to other agencies including State and CDC contract providers in matters related to the MSM community. Assists in programmatic monitoring site visits of contractual providers. Plans, develops and implements strategies and interventions targeting MSM.

Consults with federal, state, local officials and stakeholders on matters applicable to the MSM community throughout the state. Manages and provides leadership to the MDCHD-STD/HIV Prevention and Control Program. This includes leading community planning initiatives among MSM, as well as working with the Florida Community Planning Group and local community planning partnerships and consortia. Enhances and supports MDCHD’s existing comprehensive HIV prevention programs by working and partnering with community-based organizations and stakeholders to develop and support local HIV/AIDS initiatives targeting MSM.

Reviews, analyzes, identifies and researches HIV related service needs of MSM communities. Documents findings and prepares recommendations for implementation of new strategies/venues to reach out to MSM statewide, with an emphasis on MSM in Miami-Dade County. Shares information with contracted providers and other local/statewide partners. Develops and implements trainings related to MSM prevention issues.

Develops constructive and cooperative working relationships with others. Develops partnerships within the MSM community to address issues affecting MSM. Identifies gate keepers in the MSM community. Plays a leadership role in the statewide MSM workgroup and convenes an MSM advisory group in Miami-Dade County for the purpose of collecting data, sharing information, assessing current status of funded interventions and trends among MSM. Facilitates the coordination of services among providers.

Plans, coordinates, attend and/or present statewide and regional conferences, meetings and workshops. Serves on advisory committees of community and health related agencies. Works to improve the effectiveness of information transfer between Miami-Dade County Health Department, Office of HIV/AIDS, community-based organizations and the MSM community.

Participates in any committees, events, special programs or initiatives observing National Days of HIV/AIDS awareness or other activities organized, sponsored or supported by the MDCHD and HIV/AIDS and Hepatitis Section, or as determined, required, or needed by the program and/or the county health department administration.

PREFERRED QUALIFICATIONS:
A Bachelor’s degree from an accredited college or university.

Four years of experience providing prevention education and working with the MSM community.

A valid Florida driver’s license preferred.

Bilingual English/Spanish or English/Creole preferred.

Knowledge of business and management principles preferred.
