Position Purpose:

Company profile

Transnet is the largest integrated logistics company in Southern Africa and the custodian of ports, rail and pipelines. As at the

end of March 2019, the company generated an annual revenue of R74 billion, had an asset base of R369,7 billion and

employed over 55,000 employees (permanent and non-permanent). Transnet’s port, rail and pipeline infrastructure facilitate
the movement of goods from where they are produced to where they are consumed. This enables trade and connection to

export markets. The Company is therefore critical for cost-effective, efficient, and seamless movement of goods through our

economic system. The company’s core mandate is to assist in lowering the cost of doing business in South Africa, enabling
economic growth and ensuring security of supply through providing appropriate ports, rail and pipeline infrastructure as well

as operations in a cost effective and efficient manner, within acceptable benchmark standards.

Transnet is also a key implementing agent of the developmental state and must align with Government’s Programme of
Action, which seeks to build a pragmatic and cooperative relationship between Government, organised labour, and private

sector stakeholders that can jointly determine a strategic path for state-owned companies to create jobs, enable inclusive

growth and become operationally and financially sustainable.

Transnet seeks to employ a seasoned, ethical and inspirational General Manager: Growth & Diversification to:

  • Leverage commercial optimisation from Transnet’s integrated capabilities and assets to ensure long-term growth and
  • sustainability in line with the organisation’s business strategy and national mandate.

  • Provide strategic leadership and guidance in the development of new businesses in non-traditional markets domestically,
  • regionally and globally, that will create new revenue streams and exponential, sustainable growth opportunities for Transnet

    through innovative value propositions and the establishment of viable commercial solutions.

  • Lead and guide the extension of Transnet’s footprint and service offerings both domestically and regionally and increase its
  • developmental and transformational impact in the economy through viable business partnerships with the private and public

    sectors.

  • Lead and guide the Portfolio Management Office to ensure commercial abilities are strengthened and projects are delivered
  • and executed within budget and defined timelines.

  • Establish partnerships with other State-owned Companies and optimise alignment with government’s industrial
  • development programmes to unlock investment opportunities, economic zones and sectors for creation of jobs and skills.

  • Ensure effective risk management and establish sound governance for the oversight of Transnet’s growth and
  • diversification activities.


    Position outputs:

    Regional and international transactions

  • Lead and guide international business development to enable the integration of Transnet and South Africa regionally and
  • internationally, and scale and intensify the Transnet footprint regionally (Africa/Middle East) and globally.

  • Develop and implement a comprehensive international business development strategy and approach that enables and
  • facilitates customer centricity and regional integration.

  • Provide leadership and guidance in the geographical expansion of rail, port, oil and gas infrastructure operations through
  • the development of competitive end-to-end logistics supply chain solutions to ensure sustainable growth for Transnet.

  • Lead and manage the establishment of international partnerships, joint ventures and alliances across borders in
  • collaboration with Transnet’s Operating Divisions.

  • Lead the establishment of relevant governance frameworks, as well as monitoring and evaluation systems.
  • Develop and implement an international business stakeholder engagement and management framework that enables a
  • consistent approach to both internal and external stakeholder engagement, while ensuring compliance to all relevant

    legislation and adherence to proper governance principles.

    Private and Public Sector Partnerships

  • Lead the establishment of Transnet as an organisation that partners with the private and public sectors and acts as a
  • catalyst for economic growth, leveraging the company’s people, assets and capabilities.

  • Establish a portfolio of commercial partnership transactions through collaboration and partnering with the private sector
  • and/or other State-owned Companies for the purpose of optimising Transnet’s core business and competitiveness through
    partnerships and new ventures.

  • Extend Transnet’s footprint and service offerings and increase its developmental and transformational impact in the
  • economy through business partnerships with the private sector.

  • Lead the identification, entrepreneurial incubation and commercialising of new sources of growth, i.e. through the
  • deployment of underperforming core assets and capabilities into new businesses; and disposals of non-core assets.

    Diversification

  • Provide strategic leadership and guidance in the development of new businesses in non-traditional markets domestically,
  • regionally and globally, that will create new revenue streams and exponential, sustainable growth opportunities for Transnet

    through innovative value propositions and the establishment of viable commercial solutions.

  • Guide and manage the exploitation of technology and digital solutions to shape and enhance commercial propositions able
  • to place Transnet on a sustainable growth trajectory.

  • Design and manage a robust system to select those new opportunities that are attractive to Transnet and which warrant
  • investment in the development of a viable business proposition

  • Lead the development of each selected new business opportunity through rigorous stages of concept design, preparation
  • and establishment.

  • Develop collaborative and innovative product, commercial and funding solutions for each new business opportunity by
  • directing experienced portfolio managers and using cost-effective, quality advisory services.

  • Exploit technology and digital solutions to shape and enhance the commercial propositions.
  • Secure the required capital investment and develop innovative funding models for the new business ventures.
  • Portfolio Management Office

  • Lead and guide the Portfolio Management Office to ensure commercial abilities are strengthened and projects are delivered
  • and executed within budget and defined timelines.

  • Manage the following deliverables for the Portfolio Management Office:
  • o Strategy alignment

    o Due diligence

    o Transactions team resourcing (staff, budgets)

    o Owner Requirement Specifications

    o Executive Sponsor confirmation

    o Governance and Risk Management

  • Ensure that risk management oversight and sound governance are established for all Growth & Diversification activities.
  • Ensure compliance with legislation, regulations, Transnet policies and delegation frameworks in all transactions.
  • Manage bidding processes for each approved new business and private-sector partnership transaction.
  • Lead the development of each selected new business opportunity through rigorous stages of concept design, preparation
  • and establishment.

    People Management

  • Coach and mentor employees as required and develop the required capacity.
  • Budget Management

  • Ensure management of expenditure within budgetary constraints, and report deviations.

  • Qualifications & Experience:

  • B-degree in Marketing, Commerce, Finance or relevant
  • Postgraduate level qualification such as MBA will be an advantage
  • Minimum 15 years’ experience in strategic business development and commercial management in a large multi-faceted
  • and complex commercial environment of which at least 7 years at a senior managerial level

  • Experience in private sector participation transactions and cross-functional transactional management
  • Experience in related consulting, entrepreneurial and/or business incubation is an advantage
  • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19
