General Engineer

Summary

The General Engineer is assigned to the Projects Section of the Engineering Service for the Southern Arizona VA Healthcare System (SAVAHCS). The incumbent is responsible to provide technical expertise and overall quality assurance, as well as professional engineering advices to clinical staff, consultative services to maintenance staff, and mentoring junior members of Engineering Service. The incumbent reports to the Assistant Chief of Engineering.

Responsibilities

Typical duties may include, but are not limited to:

  • Work with clinical and administrative end users, stakeholders and senior management.
  • Develop engineering solutions to a wide variety of problems pertaining to construction, renovation, and infrastructure upgrades of healthcare facilities.
  • Manage complex and technically challenging projects.
  • Gather background information and incorporate salient factors into design considerations and solutions.
  • Evaluate design objectives, perform complex technical calculations, and identify most economical and efficient procedures.
  • Determine project requirements, location, scope and impacts to other construction projects and facility operation.
  • Write business cases and prepare statements of work, schematic drawings, specifications and budgetary cost estimates.
  • Oversee design activities to meet technical objectives, scheduling and cost constraints.
  • Develop in-house designs, provide drawings, specifications, detailed cost estimates, manufacture data and other construction documents that are fully compliant with building codes and safety standards.
  • Establish design criterial, cost estimate, and scope of work for contract Architectural/ Engineering (A/E) firms.
  • Prepare correspondence, technical reports, fact sheets, status reports and schedules as required.
  • Submit purchase requests, funding requests, and acquisition packages.
  • Oversee, direct, review, and approve A/E design deliverables.
  • Lead site investigations and design review meetings, pre-bid constructions walks, and direct A/E in preparation of change order documents.
  • Manage pre-construction activities, such as conducting meetings, approving technical submittals and plans, and providing technical clarifications.
  • Provide safety oversight, correcting all identified safety deficiencies.
  • Conduct daily inspection of construction sites, documenting/ approving daily activity logs.
  • Coordinate utility shutdowns.
  • Process and approve change order requests and progress payments.
  • Conduct partial-final and final inspections independently, or as part of integrated inspection team.
  • Assist in the preparation of the punch list, participating in acceptance of the construction from the contractor.
  • Update project tracking reports, capital asset databases, and technical drawings.
  • Serve as technical adviser for development and submission of future projects and provide engineering support to various engineering, maintenance and repair programs.
  • Mentor/ review work performed by new/ junior staff and trainees.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Basic Requirements: To qualify for the 801 series ALL applicants must have one of the following:

    A. Degree: Engineering. To be acceptable, the program must: 1. lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or 2. include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a. statics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

    B. Combination of education and experience – college-level education, training, and/or technical experience that furnished 1. a thorough knowledge of the physical and mathematical sciences underlying engineering, and 2. a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. (Copy of Professional Registration REQUIRED). 2. Evidence of having successfully passed the Engineer-in-Training examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.(Documentation reflecting successful passing of examination REQUIRED)3. Specified academic courses – Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum – Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.     You may qualify at the GS-11 based on your experience and/or education as described below:

Examples of specialized experience would typically include, but are not limited to: provide engineering studies and design and develop improvements where needed; apply knowledge to complete special projects assigned for further development for the training position of facility General Engineer or Project Engineer; perform various duties while working with other senior engineers in order to become familiar with the operations and functioning of Facilities and Engineering Service.
