FSA Administrator

MBA Administrators, an innovative leader in the field of Third Party Administrators, has an incredible opportunity for a Flex Plan Administrator . MBA Administrators is a locally owned Idaho company with expertise in administration services for outsourcing of COBRA administration, HRA/Buydown administration, and Flexible Benefit Plan administration.

The FSA Administrator will process, coordinate and assure compliance and adherence to each client’s flexible spending plan(s) and HSA plans.

Essential Duties and Responsibilities: The responsibilities include but are not limited to the following:

  • Process flexible spending claims in accordance with IRS rules and regulations and also in accordance with the terms and conditions of the plan.
  • Handle participant inquiries regarding claims and HSA/flexible spending rules and regulations.
  • Audit payroll and participant records to assure proper administration of flexible spending accounts.
  • Process and run participant flexible spending payments along with a detailed flexible spending report.
  • Mail or process via direct deposit flexible spending payments to participants in a timely manner in accordance with the client’s agreement.
  • Deliver a weekly and/or monthly claim report to the client for funding purposes pursuant to the agreement with such client.
  • Monitor and audit bank accounts for each client.
  • Set-up direct deposit accounts and administer direct deposit accounts daily.
  • Monitor and perform bookkeeping functions concerning each client’s HSA and flexible spending account benefits.
  • Coordinate with accounting and billing any administrative issues or job functions.
  • Prepare and deliver regular reports to participants and clients pursuant to the agreement with each client.
  • Implement, coordinate, process and assist with the sale process and set-up of HSA and flexible spending accounts for new or existing clients.
  • Attend client orientation and informative meetings regarding HSA and flexible spending processes and procedures.
  • Proactive and responsive resolution of client issues in a quick, friendly and efficient manner.
  • Create and furnish monthly reports as requested from time to time.
  • Conduct audits of HSA and flexible spending account benefits.
  • Support office staff and advise same of the ongoing status of client issues via weekly updates and reports.
  • Other tasks and duties as assigned.
  • Knowledge, Skills, & Abilities: * Strong sense of urgency and work ethic as well as professional. * Must demonstrate initiative, ability to be self-directed, as well as work effectively as part of a team. * Ability to meet deadlines and multitask. * Must demonstrate exceptional organization and resourceful skills. * Experience and understanding of COBRA management, rules, and regulations including self-funded plans and other benefit programs.
  • In depth knowledge of medical, dependent care, parking/transit, HRA and HSA claims processing. * Knowledge and understanding of COBRA, Section 125/105, HIPAA, ERISA and state benefit and continuation guidelines. * Advanced Excel skills (including ability to create and use basic formulas) and ability to learn new software. * Advanced computer skills in other software programs such as Word, Access and HRIS systems. * Excellent customer service skills. * Ability to perform data entry accurately, timely, and regularly. * Effective communication skills. * Ability to assess and resolve problems, and know when to escalate issues to management. * Strong working experience in COBRA and FSA/HRA administration highly preferred.
  • Qualifications and Requirements: Associate’s degree (A. A.) or equivalent from two-year college or technical school; or one year to two years related experience and/or training; or equivalent combination of education and experience.

Job Type: Full-time

Salary: $40,000.00 to $50,000.00 /year
