Financial System Technical Manager

Responsible for all aspects of core administrative system technology service support and service delivery, including the IT-Core Administrative System Services Department’s resources, organizational structure, processes and functions necessary to affect this responsibility. Areas of management include core administrative systems technology leadership; value enhancement; technology planning and delivery; technology operations service delivery and support. Position must collaborate with all operating units in the organizational planning and implementation of core administrative system technology enterprise wide. This position focuses on PeopleSoft Finance, Procurement, and ERP Systems and their support applications (i.e. JD Edwards, Lawson, , Now Hire, USA Notes, etc). Ensures that the PeopleSoft platform is kept up-to-date from a patch management perspective and that the appropriate infrastructure resources are available and aligned to KS IT standards. This includes identified operational activities and IT operations activities (i.e. backup, recovery, database tuning, etc). Serves as a backup for the following three roles: Sr. Security Analyst, Sr. Systems Administrator, and PeopleSoft Developer. Position is envisioned to be a working manager position.

PeopleSoft Support: Responsible for change management, migration of objects/code, performance tuning and production support of the PeopleSoft platform. This includes Deployment and configuration of BEA Weblogic Web servers, BEA Tuxedo Application, and Process Scheduler Servers. Ensure changes are reviewed, evaluated, approved, applied and migrated in compliance with the KS change control procedures ensuring system integrity, availability and proper functioning for the project team and production users. Provide expert troubleshooting for isolating technical problems in the PeopleSoft Internet Architecture including SQL Server databases, Application Messaging, Web Servers, tuxedo application servers, and process schedulers. Rapidly resolve issues in order to adhere to Service Level Agreements. Troubleshoot, isolate and resolve technical problems in the PeopleSoft Internet Architecture including the web, application, batch and database servers to meet project schedule requirements and service level agreements (SLA). Work on all phases of a project — development, testing, production support, etc. Provide quality formal and informal documentation consistent with organization standards. Develop, document and maintain standard policies and procedures to support the PIA. Serves as a backup for the following three roles: Sr. Security Analyst, Sr. Systems Administrator, and PeopleSoft Developer.

Planning & Strategy: Responsible for overseeing core administrative system technology planning to include integration of appropriate technologies into the business processes, strategies for maximizing efficiencies through technology, and quality assurance and standards throughout the enterprise. Establish architectural and development standards, constraints and processes that will ensure the development of a quality technology architecture. Provides core administrative system technology leadership and guidance throughout the enterprise. Works collaboratively with the units to establish and refine the organization’s core administrative system technology vision and works with these units to plan and implement initiatives that achieve this vision. Ensure plans, strategies, initiatives, systems, etc. are in alignment with KS’ Strategic Plan, mission, goals and objectives as well as operating unit strategic and tactical plans.

Program Management and Service Delivery: Responsible for the delivery and enablement of core administrative system technology throughout the enterprise. Oversees the resources, structure and processes that deliver this technology. Ensures that effective methodologies and controls are applied throughout the service delivery process. Identifies and implements core administrative system technology best practices to improve the value (operational efficiency, quality and cost-effectiveness) of technology throughout the enterprise. Responsible for the reliability of core administrative system technology resources and for enabling the use of technology to advance KS’ mission and core administrative system service distribution strategies, enhance unit staff capabilities and unit efficiencies.

Operations and Service Support: Ensures that the core administrative system technology operating and delivery systems operate effectively on a day-to-day basis. Includes financial system services, human capital management system services, student administration services and their corresponding support applications (i.e. Integration broker, eGateway, etc). Identifies and implements core administrative system operational technology best practices to improve the value (alignment, operational efficiency, quality and cost-effectiveness) of technology throughout the enterprise. Responsible for the reliability and distribution of core administrative system technology resources. Bachelor’s degree in systems analysis, project management, user support, IT related solutions development & implementation or related field, and 8+ years of related experience or equivalent combination of education and work-related experience; or an equivalent combination of education and experience may substitute for the requirements.

2+ years management and/or technical lead experience in large enterprise scale PeopleSoft technology implementations and operations.

Management: Demonstrated leadership and management skills, including the ability to manage units and programs with vital outcomes and deadlines. Experience in supervising and managing a variety of staff, to include professional, technical and administrative personnel. Ability to manage operations in a fast paced team environment and process rigor. Work independently with minimum supervision. Ability to vision, communicate and effect organizational change. Ability to support and build teams with emphasis on individual team skills and leadership development. Strong ability to lead and/or work in groups and teams to accomplish quality defined common goals and objectives. Demonstrated ability to multi-task and be highly organized, to manage multiple assignments and priorities. Initiative and ‘Can Do’ Attitude Required. Must be a self-starter and highly motivated individual. Ability to problem solve and to drive issues to resolution.

Strategic Planning and Implementation: Requires the ability to plan and implement technology and support services that align with the organization’s strategic goals and will further the organization in its strategic direction. Ability to vision, create and coordinate, implement and synergize multiple organizational strategies.

Communication and Collaboration: Requires the ability to articulate the organization’s core administrative system technology vision, and frame its technology mechanisms and issues in such a fashion that the organization can understand and participate in the planning, and implementation of core administrative system technology initiatives. Must be able to communicate and collaborate with technical and not-technical staff, Trustees, beneficiaries, students, faculty, alumni, community groups and the Hawaiian community at large. Excellent writing skills to prepare executive management reports for review by the Board of Trustees, CEO, Vice Presidents, Heads and Deans, as well as reports that may be disseminated to the faculty, staff, students, parents and Hawaiian community.

Understanding of Technology Roles and Limitations: Requires in-depth knowledge of the roles of core administrative system technology in large organizations. Must understand where core administrative system technology solutions are appropriate, and inappropriate. Experience working with an enterprise wide, large scale implementation.

Application of Leading Core Administrative System Technology Practices: Must understand and have ability to apply progressive core administrative system technology practices, such as matrix project management, outsourcing, co-location, third-party hosting, managed services, off-shore/opti-shore/near-shore development, buy vs. lease, and service level agreements.

Resource Budgeting and Estimation: Ability to create, validate and revise resource estimates and plans relating to the implementation and support of core administrative system technology. Experience in developing and managing large budgets.

Operations: Ability to develop and control high volume processes that deliver high quality results. Work flexible hours as necessary.

Enterprise class system technical capabilities: Must have demonstrated current technical capability to lead enterprise class administrative systems (i.e. ERP, Integration and Middleware deployments, Business Process Management systems, etc). Demonstrated ability analyzing and troubleshooting software systems and correcting design flaws.

Configuring load balanced Web and App server environment with failover capability for HA environment.

PeopleSoft Experience:
Experience in setup and maintenance of the following PeopleSoft Suites –FSCM 9.2 and EPM 9.1; with PeopleTools version 8.54 or higher; with formal change control practices; applying PeopleSoft application and tools patches/fixes; implementing and managing PeopleSoft databases.

Working knowledge of PS Integration Broker and Web Services, user security, roles and web profiles, upgrade methodologies and best practices.

Complete understanding of PeopleSoft Internet Architecture — specifically in a Windows, SQL Sever and Web Logic environment.

Ability to travel to various locations, including neighbor islands to conduct business.

Ability to work evening and weekend hours as required to meet goals and objectives.

Preferred Requirements:
Prior management experience developing, implementing, and supporting applications.

Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) or 3-5 years direct experience with project management methodologies.

Experience with programming languages and the applications development life cycle.

Experience with middleware – i.e. integration, web services, SOAP, and XML.

Experience with industry data interchange standards – i.e. SWIFT, EDI, PCI, etc.

Experience with business process management.

Experience with large scale application implementation and support.

Demonstrated understanding of Information Technology Infrastructure Library (ITIL).

Demonstrated understanding of Control Objectives for Information and related Technology (COBIT).

Demonstrated understanding of The Open Group Architecture Framework (TOGAF).

Knowledge of information technology systems and concepts which support both business and education.
