Financial Specialist (Public Health Emergency Preparedness Grant Specialist)

The Idaho Department of Health and Welfare is seeking a Financial Specialist to work with the Public Health Preparedness and Response team to support the management of three federal grants. This position is in the Public Health Preparedness and Response Section of the Bureau of Emergency Medical Services and Preparedness within the Division of Public Health.

We are seeking applicants with experience ensuring program compliance with federal and state laws, including developing and monitoring grant budgets. A bachelor’s degree or higher in finance or accounting is preferred.

Responsibilities:
Works with the CDC’s Office of Grant Management, the Assistant Secretary of Preparedness and Response’s Office of Acquisitions Management and Idaho’s Division of Public Health to ensure program compliance with federal and state law

Work with Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) grants leads to develop and monitor grant budgets of approximately 7 million dollars combined

Sub-grant monitoring, to include an annual site visit, for the 7 Health Districts for the PHEP, HPP, and HPP Ebola sub-grants

Provide technical assistance to sub-grantees and programmatic partners such as the health districts, Bureau of Communicable Disease and Prevention, and the Bureau of Laboratories

Work with PHEP and HPP grant leads on program development

Prepare reports of findings, conclusions, or recommendations

Be the Finance Section Chief for the Idaho Department of Health and Welfare Operations Center (IDHWOC)

Minimum Qualifications:
Good knowledge of accounting principles and practices

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

Experience working with federal grants. Typically gained through one year experience monitoring budgets and ensuring compliance for a federal grant.

Experience managing financial records and/or budgets. Typically gained by at least one year of experience working with financial statements and/or budgets, including monitoring, preparing budgets for grants, creating spreadsheets, tracking expenses, collections, etc.
