The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. The DMS, Division of Administration provides centralized administrative service to the divisions and to 800 DMS employees through its service bureaus and offices, including Financial Management Services, Planning and Budget, Office of Fiscal Integrity and Departmental Purchasing.


Position responsibilities:

The Department of Management Services (DMS), Division of Finance and Administration is seeking a Financial Specialist; an important role to continue to ensure fiscal integrity for all programs. Primary responsibilities include, but are not limited to:

Perform quality assurance reviews to ensure appropriateness, validity, and completeness of financial data or information.

Prepare, collaborate, or review financial analyses, studies, contracting impacts, impact statements, or surveys.

Assess the validity of reported contract or budget savings resulting from contracting activity, administrative efficiencies, forecasting, analysis, or other means.

Collaborate with management in the development of data collection, assumptions, methods, models, or reporting of financial data or information. Responsible for data collection and reporting related to key performance data indicators.

Review statutory and administrative rule requirements, other relevant governing guidelines, and business processes and make recommendations for fiscal policy modification and/or process improvement.

Participate in the development of the legislative budget request and budget schedules. Assist divisions with return on investment calculations for budget issues and other business cases analyses.

Perform other duties as assigned


Knowledge, Skills, and Abilities:

  • Knowledge and skill in project management, process improvement, and performance measurement.
  • Skilled in financial analysis and evaluation, financial reporting, and financial control.
  • Ability to problem solve by analyzing, interpreting and applying appropriate guidelines and regulations.
  • Ability to communicate effectively both orally and in writing across a broad audience spectrum.
  • EXCEL power user and skilled at using a computer system running the Microsoft office suite product.

  • This position requires sedentary work and repetitive motion.


Minimum Qualifications:

  • Bachelor’s degree in Finance, Business Administration, or similar field, or four years of progressively responsible experience in the financial and business fields.
  • At least two year’s experience in conducting financial analyses and financial reporting.
  • Knowledge and experience with state of Florida budget processes is preferred.
  • Lean Six Sigma Certificate must be earned in the first 12 months of employment.
