AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Overview

This is a limited service position funded through 12/31/17, which may be extended.

This position will require familiarity with Generally Accepted Accounting Principles as promulgated by the Government Accounting Standards Board and the Financial Accounting Standards Board. Familiarity with Generally Accepted Government Auditing Standards and AICPA auditing standards would also be beneficial.

The position will require in-depth knowledge of the OMB Uniform Guidance, the COSO Internal Control Integrated Framework Principles and US Department of Health and Human Services rules and regulations applicable to grants and contracts. An in-depth knowledge of Vermont Administrative Bulletins 3.5 and 5.0 as well as applicable State statutes, rules and regulations will be necessary for successful performance of the position.

This position works as an integral member of the Business Office grant and contracts administration team and may work with the AHS Central Office staff, the State’s external auditor and DVHA contract and grant recipients as necessary.

Typical job duties include working with the grants and contracts administration team to review documents for compliance prior to approval by DVHA leadership; reviewing the financial records of contractors and grantees for compliance with applicable cost principles and reporting standards after approval; recommending corrective actions to mitigate internal control deficiencies found through on-site monitoring or desk audits; and working with DVHA sub-recipients to successfully implement any corrective action plans required due to single audit or monitoring findings. Providing training to sub-recipients regarding US Department of Health and Human Services general grant and contract financial regulations may also be expected.

Other duties will include: working with the AHS Central Office’s Internal Audit group to implement corrective action if deficiencies in the DVHA Business Office’s internal controls are found; working with the Business Office to resolve any single audit findings relevant to the DVHA Business Office and working with AHS Central Office staff to ensure proper financial budgeting, monitoring and reporting of DVHA projects to the appropriate State and Federal agencies.

Successful applicants should have experience working in a team environment; a willingness to learn and train others; a commitment to ethical standards and a positive customer service perspective toward DVHA sub-recipients. Experience with systems analysis; procedure documentation; technical training; data analysis; Federal grant and contract standards and the financial accounting cycle are essential.

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Bachelor’s degree in accounting or a bachelor’s degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Bachelor’s degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Associate’s degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One year as a Financial Manager I with the State of Vermont.

OR

Certification as a CPA.

SPECIAL REQUIREMENTS:
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
