Financial Manager II (Forestry, Fire & State Lands)

Job Description

Do you have exceptional accounting and fiscal management skills and are you looking for an exciting, challenging job within state government? If so, the Division of Forestry, Fire & State Lands is looking for a Financial Manager II to manage the fiscal activities of the division. You will be part of the management team for the division that manages, sustains and strengthens Utah’s forests, rangelands, sovereign lands and watersheds for its citizens and visitors. The salary will be $25.91 – $35.00 per hour depending on qualifications or in accordance with DHRM Rules for current State employees.

Principal Duties

The Financial Manager will:
participate as part of the division’s management team and legislative team to guide policy and strategic planning

manage all of the accounting and fiscal activities for the division

supervise accounting staff and accounts payable/receivable, payroll and human resources functions

develop and manage budgets and cost control for the Division’s appropriations

administer the accounting for federal grants

prepare annual budget request and the subsequent expenditure and revenue budgets for the appropriations

The Ideal Candidate

The model candidate for this position is someone who:
has a Bachelor’s degree in accounting, finance or other closely related discipline (e.g., business administration with emphasis in accounting)

has extensive finance experience with a large, complex organization

has direct supervisory experience

has knowledge of State of Utah FINET system and accounting, payables, purchasing and other related policies and procedures

is fully competent in accounting theory and practice

has the ability to manage multiple fiscal activities, including accounting, budgeting, payroll and accounts payable for each activity

has working knowledge of government accounting practices

Typical Qualifications:
(includes knowledge, skills, and abilities required upon entry into position and trainable after entry into position)

Bachelor’s degree in accounting, finance or other closely related discipline (e.g., business administration with emphasis in accounting)

extensive finance experience with a large, complex organization

direct supervisory experience

fully competent in accounting theory and practice

ability to manage multiple fiscal activities, including accounting, budgeting, payroll and accounts payable for each activity, where recordkeeping may be automated or manual

working knowledge of government accounting practices

ability to read, comprehend, comply with and successfully implement all statutes, rules, policies and procedures of the various regulating departments of the State

ability to review fiscal operations to ensure accuracy and integrity of activity and resulting financial reports

ability to use financial analysis to analyze data, identify trends, draw conclusions and make recommendations

ability to prepare management reports, provide clear and understandable interpretation of results for users, and make programmatic or management recommendations

ability to prepare and complete accurate and informative annual financial statements and other reporting and supporting documentation

ability to communicate information clearly, concisely and accurately in written and verbal forms

ability to tactfully instruct and guide all division employees of the procedures that must be followed to obtain, manage, document and spend funds according to both State and Federal requirements

ability to evaluate information against set standards and make sound decisions and recommendations as a result

ability to listen to and understand information presented verbally

excellent decision-making and problem-solving skills by identifying key facts, exploring alternatives and proposing solutions

ability to constructively work in a team environment (actively participate with the Division’s existing Management Team) and openly and proactively advise Division leadership

ability to manage and complete all purchasing according to rules and policy

excellent supervisory skills, including hiring, assigning work, evaluating performance, training and development and discipline

knowledge of State of Utah accounting, payables, purchasing and other related policies and procedures

knowledge of the State of Utah FINET system

ability to use data mining software to find, gather and collect information and data

experience with Federal grants, grant management and reporting, and ability to advise others on grant management

ability to communicate fluently in English

Supplemental Information:
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Regular (e.g., monthly) travel to division offices statewide by vehicle and/or airplane will be required. Infrequent out-of-state travel by vehicle and/or airplane may also occur. Overnight travel may occur but no more than a few times each year at the most.
