is recruiting for a Financial Examiner I/II position in Anchorage, Alaska.

This position is a flexibly staffed position.

Duties of this position include but are not limited to:

Financial Examiner (FE) I:

  • Under direct supervision, an FE I:
    • Assists in conducting examinations of various types of complex financial institutions; and
    • Conducts examinations of various types of simple financial institutions.
  • Once an FE I has demonstrated competency in the examination of simple financial institutions, the FE I will conduct these types of examinations independently;
  • Examinations are conducted both on site and in the Anchorage office; and
  • The FE I learns examination concepts and skills through on-the-job training and formal classroom instruction offered by regulatory agencies/organizations.

Financial Examiner (FE) II:

  • A FE II has the same responsibilities as the FE I, but works independently, in a team setting, on examinations of complex financial institutions; and
  • A FE II may be asked to assist an FE I during the examination process.

  • Strong verbal and interpersonal communication skills;
  • Ability to provide verbal, face-to-face constructive criticism to senior management and the board of directors of a state financial institution;
  • Ability to conduct accurate financial analysis and draw a conclusion;
  • Ability to work as part of a team with examiners from federal agencies;
  • Proficiency in producing a formal written comment and/or report that supports a conclusion, reflects an appropriate tone, and is technically correct;
  • Ability to work independently under time constraints;
  • Ability to read, interpret, and apply laws and regulations;
  • Experience working with confidential information and ability to exercise a high degree of tact, discretion and judgment in dealing with confidential information;
  • Knowledge and experience using Microsoft Office, especially Word and Excel; and
  • Ability and willingness to travel away from the work station for one or more weeks at a time up to every month.

MINIMUM QUALIFICATIONS:

Financial Examiner I

A bachelor’s degree or the equivalent in any field from an accredited college.

OR

Successful completion of securities examination: S7, S63, or S65; or professional designation as a Certified Financial Planner, Chartered Financial Analyst, Chartered Investment Counselor, Certified Investment Analyst, or Personal Financial Consultant.

Substitution:

Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or practical, responsible experience in such work as conducting financial accounting; reviewing, investigating, and processing licensure applications; or reviewing financial statements and making safety and soundness determinations will substitute for the required degree.

Financial Examiner II

A bachelor’s degree or the equivalent in any field from an accredited college.

AND

One year of any combination of experience reviewing licensure and conducting examinations, enforcements, and/or investigations or conducting other programmatic activities for securities, depository institutions, and/or non-depository financial services entities. The required experience is met by service as a Financial Examiner I with the State of Alaska or the equivalent elsewhere.

OR

Professional designation as a Certified Financial Planner, Chartered Financial Analyst, Chartered Investment Counselor, Certified Investment Analyst, or Personal Financial Consultant.

AND

One year of any combination of experience performing the examination or audit of financial statements, analysis of loan portfolios, and assessment of management policies; analyzing lending or collecting against commercial loan portfolios; and/or performing similar examinations of depository institutions or other non-depository financial services entities.

OR

Two years of any combination of experience performing financial regulatory audits or examinations of depository institutions, non-depository financial services entities, investment advisers/representatives/agents, or insurance companies; as an investment adviser/representative/agent, portfolio manager, compliance officer, auditor, or investigator in a financial services field; or as an attorney, judge, or hearing officer with the State of Alaska or the equivalent elsewhere.

Financial Examiner I Level: $4441.00 Monthly

Financial Examiner II Level: $5118.00 Monthly

This position is flexibly staffed. It may be filled at the Financial Examiner I and II level, depending on the applicant’s training and/or experience and the needs of the agency. The full range of salaries is listed above. Starting salary will be determined by the level at which the position is hired. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.

Special Requirement of this Position:

  • Frequent air travel and driving a rental car;

  • Generally prohibited from having a loan with a state financial institution.
