Position Overview

About the Position
The Financial Business Analyst assists in managing the county’s financial operations, analysis, execution, and allocation of the County’s financial resources. You will also be responsible for contributing to the development and maintenance of a sustainable and structurally balanced budget for the Treasurer’s Office.

About the Office of the Treasurer
The Maricopa County Treasurer is responsible for collecting all real and personal property taxes for the nation’s 4th largest Treasurer’s Office. Over 1500 tax districts that include state, county, incorporated cities and towns, schools, community colleges, and special districts; and then distribute those funds to those tax districts.

Position Qualifications

Education

  • Bachelor’s degree in Accounting, Finance, or a related field.

  • Experience

  • Minimum two (2) years of professional-level finance experience.

  • OR

  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum requirements on a year for year basis.

  • Our Preferred Candidate has

  • Master’s degree in Accounting, Finance, or a related field.
  • Minimum four (4) years of professional-level finance experience.
  • Strong PC background using Excel, Word, Access
  • Essential Job Tasks

    The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.

  • Conducts analysis and prepares financial reports and/or schedules to support other finance-related reports.
  • Analyzes and interprets fiscal and accounting records.
  • Processes accounting reconciliations, prepares journal vouchers, documents processes and procedures, researches accounting issues and policies, and provides recommendations.
  • Manages and monitors Treasurer related programs (High-Speed Warrants, Low-speed warrants, Treasurer Disbursements, Credit Lines) and maintains an accurate record keeping process. Develop, and maintains written procedures of all activities associated with the program.
  • Reconciles Treasurer Information fund and forecast revenue for operation and budget purposes.
  • Completes monthly Treasurer Fund reconciliations to ensure the financial system Dynamics and the Property Tax system contain the same data.
  • Completes monthly Cities and Town processing; this includes reviewing and researching payments and coordinating with the departmental staff to ensure accurate information is reported and disbursed to the various governmental entities.
  • Work with county departments, school districts, and special districts to ensure that their banking and reporting needs are met and that all of their financial transactions are properly recorded.
  • Prepares budget documents and advises the Treasurer’s Office on strategic goals and planning.
  • Manages budget for County, CGI, and Performance Budget.

    Must be able to work in a normal, indoor office environment; must have manual dexterity of hands and body to operate office equipment; must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public; must constantly maintain concentration, accuracy, ethical behavior and a professional demeanor.

    Selection Procedure

    The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on the evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.

    All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation. A background investigation is conducted on a current employee who changes to a Safety Sensitive Position or one having the potential for serious adverse impact on the integrity or efficiency of the County. These requirements do not pertain to employees of elected officials who undergo background investigation processes administered through their respective offices.

    Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
