Financial Analyst/Grant Manager

The School District of Janesville is hiring for a Financial Analyst/Grant Manager. This is a full-year position with salary and fringe benefits.

POSITION GOAL:

To maintain accurate and systematic financial records including grant compliance, and provide useful and timely financial reports of the district so as to best meet local needs while complying with regulatory and statutory requirements.

QUALIFICATIONS :

  • Knowledge of fund accounting principles, methods and applications. Experience in accounting, budgeting, finance and cost control procedures.
  • Knowledge of auditing procedures.
  • Knowledge of computerized information systems used in financial and/or accounting applications. Ability to set up and maintain financial accounts and ledgers for multiple funds in accordance with applicable principles, policies, and regulations.
  • Ability to analyze and interpret financial data and produce demonstrable financial reports, statements, and/or projections.
  • Ability to analyze budgetary expenditures for compliance with funding agencies, budgets, policies, and procedures. Ability to implement policies or procedures to maintain compliance.
  • Experience in cash management, including cash flow analysis and investing.
  • Ability to meet deadlines; organize, prioritize and complete multiple assignments effectively; work independently; problem-solve; and make calculations and decisions that have significant financial impact.
  • Proficient with personal computers and application software (e.g. Excel, Word.) Ability to quantify data and produce financial reports, statistics, projections, etc.
  • Ability to effectively communicate accounting and financial information, policies, and/or procedures in a manner easily understood by the receiver.
  • Ability to establish and maintain effective working relationships both within the Business Services area, the District, and with others.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable

TRAINING AND EXPERIENCE:

  • Bachelor’s degree in Business Administration with major emphasis in accounting or finance.
  • Experience in governmental accounting with school accounting experience preferred.
  • Proficient with personal computers and application software (e.g. Excel, Word)
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

PERFORMANCE RESPONSIBILITIES:

FINANCIAL PLANNING/BUDGETING – Assists in budgeting and financial planning including:

  • Assists with the development and implementation of the annual school district budget.
  • Monitors and reviews budget accounts and provides advanced warning of potential over expenditures of budgeted funds.
  • Communicates with administrators, principals and others the status of their budgetary accounts.
  • Provides direction and assistance with grant budget development and compliance.
  • Oversees cash flow needs and assists in the development of cash flow forecasts.
  • Assists in the process of obtaining short-term loans to provide cash flow for operations.

ACCOUNTING AND REPORTING – Assists in the accounting and reporting functions including:

  • Compiles and analyzes financial information to prepare entries to general ledger accounts documenting transactions, including year-end journal entries for accrual financial reports.
  • Interprets and analyzes financial operations and transactions, forecasts trends, and develops special reports and analyses for management and funding agencies.
  • Ensures accuracy, completeness, and compliance with local, state, and federal requirements, and standard accounting and audit procedures.
  • Prepares and files various reports including program fiscal reports and claims for reimbursement as required by the Wisconsin Department of Public Instruction and other regulatory agencies.
  • Verifies eligibility, gathers data and prepares tuition billings, aid allocations and summary schedules, and tracks receipts and funding sources.

INTERNAL/EXTERNAL AUDITING – Assists with the internal and external audit functions including:

  • Interacts with and assists independent auditors with the annual school district audit. Prepares work papers and gathers supporting data and documents.
  • Analyzes and maintains all balance sheet accounts, including cash to accrual conversion, according to appropriate principles, policies and regulations.
  • Analyzes budgetary expenditures for compliance with funding agencies’ budgets, policies, and procedures.

CASH MANAGEMENT – Assists with the cash management functions including:

  • Oversee daily cash needs and maintain investment schedules.
  • Oversees the various banking arrangements and communicates district needs. Fosters positive relationships with institutions and agencies.
  • Monitors state aid payments, federal grant payments and other scheduled payments for appropriate and timely receipt.
  • Monitors and administers cash collection procedures.

ADDITIONAL RESPONSIBILITIES

  • Monitors receipts and disbursements of self-funded health insurance plan, determines amount of prepaid premiums, and prepares monthly operating reports.
  • Prepares statistical and financial analysis, reports, and/or projections as directed.
  • Attends meetings, makes presentations and prepares documents as requested.
  • Keeps current on the latest developments in the area of school business management, including laws as they may pertain to schools.
  • Participates in appropriate local, state and national meetings as requested.
  • Reports for work on a regular basis and is absent only for reasons of illness, emergency, or other approved leaves.
  • Performs such other duties as may be assigned.
