Financial Analyst I

Coordinates information gathering and for CAFR, financial statements and other reports. Assist in preparing budget requests, monitors expenditures, and ensures compliance with given fiscal restraints within guidelines of supervisory instruction and departmental policies and procedures. Reports to Deputy Director or other designated person and works with co-workers, department directors , auditors, vendors (engineering firms and contractors), the general public, and elected officials and representatives to provide accurate and accessible records.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Coordinated information gathering for CAFR, financial statements and other reports. Assists in preparation of quarterly financial reports.
  • Assists departments in the preparation of budget request by performing field work (i.e., analyzing alternative budget scenarios, executing fiscal studies, visiting department heads, and reviewing requests for format and content.
  • Interprets reports, explains the programming process, advises on resources and assumptions underlying budget forecasts, prepares comparative analysis of operating programs and submits reports to the Director and or Deputy Director with recommendations for budget revision.
  • Assists in accounting and budgeting duties.
  • Conducts special cost/benefit studies on the fiscal impact of management decisions and proposals, prepares reports summarizing findings, and makes recommendations to management.
  • Other duties as assigned.

MINIMUM REQUIREMENTS:

Education: BA/BS form accredited college in accounting or finance with an emphasis in accounting.

Experience : Five (5) or more years in governmental accounting, financial analysis, or financial reporting.

KNOWLEDGE/SKILLS/ABILITIES :

• Considerable knowledge of procedures and requirements for budget preparation, review and analysis procedures, financial system operation, and local government accounting.

• Familiarity with relevant federal, state and local laws and county policies and procedures.

• Proficiency in principles of generally accepted accounting practices, planning, organizing, establishing priorities, public speaking, and interpersonal relations.

• Mastery of concepts of organizational management, operation of personal computer, both in general and specific to specialized software (i.e., spreadsheets, word processor, etc.), report preparation, and mathematical calculations.

• Good communication skills, both oral and written.

• Demonstrated ability to work independently.

• Familiarity with GASB statements and applications.

• Considerable knowledge of governmental accounting.

• Considerable knowledge of computer and computerized accounting.

• Considerable knowledge of cost accounting and project accounting.

• Considerable knowledge of budget preparation, administration and evaluation.

• Considerable knowledge of financial reporting in governmental environment.

CERTIFICATIONS :

CPA, CPFO or CGFM is preferred but not required.

PHYSICAL REQUIREMENTS:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to l0 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
