The North Carolina Department of Commerce is the state’s lead agency for economic, community and workforce development. The Department works with local, regional, national and international organizations to fulfill its mission to improve the economic well-being and quality of life for all North Carolinians.

The N.C. Credit Union Division is a regulatory agency, created in 1915. The division is operated under the supervision of the Administrator of Credit Unions. It receives no general fund or tax revenues, but is funded exclusively from fees paid by the regulated credit unions.

This position examines, monitors, and assesses the financial soundness, business strategies, and risk profile of credit unions in North Carolina. Areas of examination include, but are not limited to, general ledger (including reconciliations), internal controls, call reports, loan review and credit risk, allowance for loan loss funding methodology and analysis, earnings and net worth analysis, ratio analysis, interest rate risk and asset liability management, compliance risk (for example, BSA and OFAC compliance), strategic risk, and overall analysis of a credit union’s condition. This position will serve as Examiner-In-Charge for designated institutions and works independently and as part of a team to analyze findings, prepare examination reports, develop corrective actions to ensure regulatory compliance, and present findings to credit union management and the Board of Directors.

Extensive travel throughout the state Monday through Friday, often overnight, is expected.

A thorough background investigation will be conducted on the selected applicant.

Knowledge, Skills and Abilities / Competencies

Extensive knowledge of credit union or bank operations to include strategic risk, compliance risk, and overall financial and operational analysis

Thorough knowledge of state credit union or bank law and regulations and applicable federal laws and regulations

Knowledge of principles, terminology and practices of financial record-keeping and generally acceptable accounting principles as they apply to credit unions or banks (allowance for loan losses, troubled debt restructuring, impairment, repossession, real estate mergers, cash versus accrual accounting)

Documented experience examining and analyzing financial statements and records (e.g. loan reviews, credit risk, allowance for loan loss funding methodology and analysis, general ledger accounting, earnings and net worth analysis, ratio analysis, interest rate risk, asset liability management, etc.)

Demonstrated clear and effective written and verbal communication skills for internal and external constituents

Must be able to work independently and be receptive and flexible to changes in work duties as set forth by management

Management Preferences

Financial institutions work experience in areas where skills are readily transferable to a current examination environment such as: operations, internal auditor, asset/liability management, mortgage lending compliance, or financial institution examination experience with specific examination related training.

NASCUS or CSBS Examiner Certification

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, banking, finance, business administration, economics, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

level of the Financial Analyst class. Salary will be commensurate with the applicant’s competencies, as well as, the budget, equity, and market conditions. This position is considered to be equivalent to salary grade
