Responsibilities

The Division of Business and Finance – Financial Services Administration is seeking a highly motivated Financial Analyst to be the dedicated point of contact and financial resource for one or more programs or subprograms under the direction of a Managing Analyst or Senior Managing Analyst. This position has the primary responsibility for all forecasting, analysis, federal reporting, and monitoring for assigned program(s). This includes preparing a variety of fiscal and operating reports that may involve detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modification; and preparing formal bill analyses, as well as cost benefit and breakeven analyses. This position provides financial expertise to department and programmatic leadership and to external partners, including the Governor’s Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC), on financial budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs.

The candidate selected for this role will have knowledge of:

Governmental accounting and fiscal principles; the budget and state legislative process; principles and practices of business administration, including organization theory and management, fiscal management and budgetary control; statistical analysis and theory; report writing techniques; and general office practices and procedures.

The candidate will have strong and excellent skills of:

Oral and written communication; initiating expenditure corrections; journal vouchers; cash receipts; computer utilization; and analysis and interpretation of financial data.

The candidate will have a demonstrated ability to:

Perform difficult and complex analytic work; write and speak with clarity; monitor appropriations, revenues and expenditures; schedule and prioritize assignments; prepare and review federal reports for grants applicable to assigned programs; develop annual budget requests for assigned area; act as a single point of contact for assigned programs; write reports; set work flow priorities of assigned area and serve on cross-team task groups as necessary; and use computer programs and software.

Preferred Qualifications

– The ideal candidate will possess a Bachelor’s degree in Accounting, Finance, Economics, or Business Administration with a specialization in Accounting, Finance, or Economics from an accredited college or university.
