INTRODUCTION

The Oklahoma Department of Human Services has an opening in the Finance Services Budget Unit for a Finance Comptroller III. The vacant position has a salary range of $70,109 to $74,250. This position is open until filled.

BASIC PURPOSE OF POSITION:

Under administrative direction of Finance management: plans, organizes, coordinates, directs, and supervises all phases of the agency’s fiscal operations within the Finance Services of the Department of Human Services. Positions assigned to the classification are located in the Finance Services of the Oklahoma Department of Human Services.

TYPICAL FUNCTIONS:

•Directs the installation and maintenance of all phases of fiscal operations and financial accounting functions for OKDHS.

•Develops best practices for fiscal accounting systems and procedures, establishing proper controls in accordance with industry standards and regulatory bodies.

•Manages and prepares responses for federal and state audits, reviews, and legislative requests.

•Directs the preparation of the agency’s monthly financial statement.

•Directs the preparation of mandatory state and federal reporting.

•Performs related work as required and assigned.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’s)

•Comprehensive knowledge of governmental accounting, auditing, and fiscal principles.

•Knowledge of the principles, practices and techniques relating to accounting procedures, budgeting, and auditing theories and techniques; of financial statements and reports; of accounting ledgers and journals; of cost accounting; of applicable laws and regulations; of accounting information systems; and of supervisory principles and practices.

•Skill in relating abstract ideas to actual needs; in expressing complex procedures clearly and concisely both orally and in writing.

•Ability to organize, direct, and supervise the work of others; to review and analyze financial records; to prepare financial reports and statements.

•Ability to analyze the operations of multiple units or sections involved in fiscal operations and financial accounting activities.

MINIMUM QUALIFICATIONS

Completion of the curriculum requirements for a baccalaureate degree in accounting, finance, or a closely related field, and/or certification as a certified public accountant and six (6) years experience in professional accounting, including four (4) years in a supervisory capacity; Or , an equivalent combination of education and experience.

NOTES

A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

Veteran’s preference points do not apply to this position.

BENEFITS:

This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
