Finance and Administrative Services Manager (Manager IV)

Johnson County Emergency Medical Services (Med-Act) is recruiting for a Finance and Administrative Services Manager. This position will manage major aspects of fiscal services of the department including the Support Services division; business office functions including, billing of services, accounts payable and receivables, payroll; and budget planning and analysis.

Job duties include:
Plans, develops, and manages the EMS department operating budget and oversees all fiscal functions for the department; develops work processes; responsible for fiscal management of the department; provides oversight to all financial systems, including budgets, revenue, expenditures, payroll, accounts payable, purchasing, purchasing cards, accounts receivable, and cash management.

Oversees and manages the billing process; ensures it is produced in compliance with set standards and collections are maximized; confirms that fee policies are applied appropriately and payroll, payables, purchasing, and general ledger responsibilities are carried out accurately and timely; performs analysis and evaluations of billing process and makes recommendations to ensure efficiencies.

Manages administrative needs within EMS; establishes and documents department standards, transition planning and implementation, feasibility analysis, and implements County initiatives.

Functions as an on-call administrator within a regular rotation; serves as a management resource to the management team, administrative staff, and field staff.

Job Requirements

Bachelor’s degree in Business, Finance, Accounting, or related field, nine (9) years’ financial, accounting, budgeting, or related experience, and three (3) years’ supervisory experience is required.

Experience can substitute for education.

Master’s degree in Business, Finance, Accounting, or related field, previous medical/medicare billing or related experience; management experience within an EMS organization; EMS coding, billing experience or certification; and Kansas EMT or Paramedic License are preferred.

Johnson County Government requires reference/background screening for all positions.

All County employees may be called upon to assist other departments/agencies in a declared emergency situation.
