Finance Accountant III

Maintain proprietary funds and related budgets including reconciliations, preparation of monthly and adjusting journal entries.
Funds will include operating funds, Trust funds, Combined Utility funds, Special Revenue funds, and others as assigned.
Prepare Comprehensive Annual Financial Report (CAFR) financial statements, work papers, statistical tables, Bond Official Statements, and Supplemental Disclosure.

Identify, analyze, and reconcile expenses, revenues, capital outlay, and debt service using resources including ERP queries, H.T.E., debt databases, and budgets.

·
Assist Budget and Utilities departments with model; extract, manipulate, and compile information for their use from multiple sources.

·
Assist in report specification, data conversion methodology and reconciliation for Infor implementation.

·
Assist with updating and maintaining MS Excel based Utility Rate Model. Provide and reconcile data for updating model.

·
Support Utility Business Office (UBO) regarding rates, billing issues, billing system to general ledger interface, and reporting for financial disclosures.

·
Prepare detailed report specifications and test reports for various software applications.

·
Calculate or review Raw Water Cost and Treated Water true-ups, Wastewater Winter Average, Composite Costs.

·
May be asked to perform other duties as assigned.

Qualifications
·
Requires a Bachelor’s Degree in Accounting or related field

·
Minimum of four (4) years of directly related experience

·
Requires advanced skills with Excel, Access, and query and experience manipulating and analyzing large data sets.

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.

Selected applicants must be able to pass a background investigation and a pre-employment drug test.
