Family and Childrens Services Assistant Manager

La Crosse County has an opportunity in management, planning, and coordinating under the supervision of the Family & Children’s Services (FCS) Manager within Human Services, and acting on the Manager’s behalf when absent. Position entails direct responsibility for supervision of one of the units within Child Protective Services as well as assisting the FCS Manager in the overall operation of the FCS Section of the Human Services Department. Employee in this class has considerable latitude in the planning, implementation, and management of programs in conjunction with the FCS Manager, Human Services Director, and other Section Managers.

Primary role of position is to provide supervision and administrative direction for assigned social work staff and supervisory staff in one or the other of the Family Services Units, which are:

•CPS Access and Initial Assessment services to children/families referred for reasons of child abuse or neglect, or due to a child welfare services referral.

•Ongoing CPS, which provides assessment and ongoing direct services to children/families that have open case.

Provides regular consultation to the CPS Supervisors and staff on cases and in matters dealing with specific questions and/or problems, policies and procedures. Attends, plans, organizes and/or directs section, unit and/or community collaborative meetings as required.

ACTIVELY ASSISTS FCS MANAGER WITH THE FOLLOWING ROLES:

Consults with the FCS Manager, Human Services Director and the department’s management team in the planning, coordinating, development, integration and execution of programs within the Human Services system. Preparing annual budget for the FCS Section of the Human Services Department for submission to the Director. Monitors budget expenditures during the fiscal year, and makes appropriate recommendations regarding expenditures, surpluses and deficits. Prepares Exception Analysis reports to the Human Services Board regarding deviations from the approved budget. Works with the Human Services Director and other Section Managers to facilitate the consistent and effective operation of the Human Services Department as a whole. Directs and manages the FCS Section and the programs within it. Maintains staffing patterns and internal policies and procedures as are necessary for the effective operation of the FCS Section and to meet relevant federal, state, and local requirements. Supervises and directs supervisory, professional and paraprofessional staff of the FCS Section; responsible for hiring, supervision, training, motivation, evaluation, discipline, scheduling and monitoring work of employees in the section. Ensures that programs operated or funded by the FCS Section function both effectively and efficiently, including services purchased through contracts.

Training, Experience and Other Requirements
•Master’s Degree from accredited college or university in Psychology, Social Work, or closely related field.

•Five years of relevant experience, preferably with some administrative experience in a family and children services setting.

•Substantial supervisory experience may be substituted for advanced degree.

•Preference is given to persons with an advanced degree and progressive case practice and experience.

•Experience and skill in using various computer programs.

•Excellent communication and interpersonal skills.

•Must have valid driver’s license and access to personal transportation, or other reliable means of transportation for countywide travel.
