Exercise and Training Specialist (Program Specialist) – REVISED

Under general supervision by the Operations Manager, the purpose of the Portland Bureau of Emergency Management’s (PBEM) Exercise and Training Program is to ensure Emergency Coordination Center (ECC) readiness by developing and maintaining protocols and aligned software applications for working in the ECC; training ECC responders and City staff, developing, conducting and evaluating exercises designed to test and enhance the City’s capabilities. The Exercise and Training Specialist position must work closely and successfully with City bureaus, regional emergency management partners, private sector, and volunteer organizations during the planning, training and exercise processes.

The selected candidate will be required to staff the City’s Emergency Coordination Center (ECC) during emergency activations and planned events and to occasionally work during non-business hours and weekends. Additionally, the selected candidate will be required to serve as a PBEM Duty Officer on a rotating basis which involves monitoring emergency situations, maintaining communication with government officials and the public, as well as activating the ECC as necessary. Those with the knowledge of theory, principles, practices, techniques and technology in the field of Emergency Management, or similar fields, and of training and exercise design and preparation are encouraged to apply.

TO QUALIFY:

The following minimum qualifications are required for this position:

  • Ability to communicate effectively orally and in writing to City staff, emergency management partners, volunteer City ECC responders and elected officials.
  • Knowledge of the basic principles and practices of program and project management.
  • Ability to analyze emergency management processes, available software tools, after action reports and improvement items; evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations.
  • Ability to collect, evaluate and interpret appropriate and applicable data, either in statistical or narrative form.
  • Ability to prepare clear, concise and comprehensive administrative manuals, after action reports, and procedures in an appropriate and engaging manner for a broad, non-technical audience.
  • Understand, interpret and respond to internal customer needs and expectations.

    Additional Position Information

    Duties and responsibilities include:

    • Enhancing user-friendly software applications and associated documentation including program policies, operating and administrative procedures; systematic program management work such as user feedback tracking and responsive enhancements, vendor initiated patches and upgrades, quarterly user audits, user support services, and evaluating applications for strengths and weaknesses.
    • Designing drills, workshop, tabletop, functional and full scale multi-agency exercises consistent with the concepts and principles of the Homeland Security Exercise and Evaluation Program (HSEEP) to evaluate bureau-specific and citywide response software applications, plans and procedures; completing quality assurance and quality control checks on software systems prior to exercises.
    • Creating, tracking and maintaining relevant training and exercise metrics; completing, synthesizing and presenting data analysis; preparing after action reports and ensuring improvement plan schedules are followed; monitoring conformance with program budget and other city, state and federal requirements; developing narrative and statistical program performance reports and recommendations.
    • Provide City staff training and technical support on mass notification software, City ECC procedures and associated emergency management topics; research best practices nationally and apply within the exercise and training section; develop and maintain ECC responder and emergency contact databases.
