Executive Director (Program Manager III)

In conjunction with the South Carolina Department of Mental Health (SCDMH), the Santee-Wateree Mental Health Center (SWMHC) seeks to fill the position of Executive Director. This opportunity is located in Sumter, South Carolina.

Governed by a local Board of Directors, and reporting to the SCDMH Deputy Director, Community Mental Health Services, the SWMHC serves the counties of Kershaw, Lee, Sumter and Clarendon. The Center operates within the guidelines established by the South Carolina Department of Mental Health.

The Center has a staff of approximately 115 FTE and a budget of 9.8 million dollars. The Executive Director has overall strategic and operational responsibility for the clinical and administrative operations of the Santee-Wateree Mental Health Center. In collaboration with the Board of Directors, the Executive Director reviews and/or revises the vision and develops a strategic plan to guide the Center’s goals, priorities and activities. The Executive Director provides successful leadership and management of the Center’s programs, resources, and partnerships. Establishes a positive, high-performing work culture and safe work environment. Identifies and evaluates the risks to the Center/Agency’s clients, staff, management, volunteers, property, finances, goodwill, and image and implements measures to control risks. Communicates regularly with stakeholders to keep them informed of the work of the Center and to identify changes in the community served by the Center. Establishes good working relationships and collaborative arrangements with local state agencies, community groups, funders, politicians, advocates, client support group/family members and other organizations to help achieve the goals of the Center/Agency. Ensures programs and services offered by the Center contribute to the mission of the Agency and reflect the priorities of the SCDMH and the Center’s Board of Directors. Oversees the efficient and effective day-to-day operation of the Center. Monitors delivery of programs and services to maintain or improve quality. Oversees planning, implementation, execution, and evaluation of special projects.

Minimum and Additional Requirements:

State Requirements: A bachelor’s degree and relevant program management experience.

Agency Requirements: A master’s degree in the social sciences, health sciences, business or public administration and at least five (5) years of senior level managerial experience in mental health service delivery. Clinical knowledge, skills in administrative organization, budgeting/financial operations, and community relations are essential for success in this position.

Position will be filled as State Job Class Code, AH55, Program Manager III, Band 9 with a State salary range of $71,982 to $133,179. Hiring range is $71,982 – $102,580
