Environmental Scientist II

The Road Services Division, Environmental Unit currently seeks to hire a career service, Environmental Scientist II to apply technical and environmental scientific expertise in support of Road Services Division, Maintenance Section and Environmental Unit (EU) plans, policies, programs, and projects.

Job Duties:

The responsibilities of the Environmental Scientist II position include, but are not limited to:

  • Collaborating in multi-disciplinary/diverse team environments and working independently on specific tasks/projects/programs, as assigned.
  • Developing and reviewing technical environmental documents and federal, state, and local permits/approvals in support of projects/programs
  • Analyzing, interpreting and implementing federal, state, and local regulations and department policies to ensure project/program compliance.
  • Providing on-site inspection and desktop environmental review for technical reporting documentation and permit/approval requirements.
  • Providing reviews of complex engineering plans, reports, and specification standards.
  • Reviewing and developing proposed legislation, community and county plans, private developments, and other agency proposals that may impact the Division.
  • Developing and negotiating schedules for environmental review processes, impact avoidance methods/designs, and mitigation measures for complex, high-profile, and high-risk projects.
  • Leading and/or effectively participating in meetings with staff, consultants, and regulatory agencies.
  • Providing the EU Supervisor with regular progress reports of workload needs and accomplishments
  • Attending, developing, and assisting in workshops/seminars throughout the year to advance staff knowledge
  • Maintaining, researching, using measuring and monitoring equipment for on-site work
  • Providing ongoing, back-up project support for EU staff and management
  • Performing other duties as assigned
  • Experience, Qualifications, Knowledge, Skills:

  • Minimum of 3 years of progressively more responsible professional experience in the field of environmental science; OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work
  • Knowledge of federal, state, and local environmental regulations and review processes, plus federal, state, and local permitting and approval processes.
  • Skill in reading and interpreting engineering plans
  • Skill in on-site inspection, field note-taking, and data management
  • Skill in using Microsoft Word, Excel, Project, PowerPoint, and Access; ArcMap; Adobe Acrobat Pro
  • Strong communication skills both oral and written
  • Analytical problem solving, and conflict resolution skills
  • Demonstrated team building skills: ability to lead, collaborate, work, and make decisions in a team environment
  • Customer service skills, both internally within the Division and with the general public
  • Ability to work under tight deadlines
  • Ability to work in harsh field conditions, often in inclement weather
  • Ability to effectively manage multiple projects and demands
  • Ability to have predictable and reliable attendance
  • NECESSARY SPECIAL REQUIREMENTS:

    • Valid Washington State Driver’s License, or the ability to travel throughout the County in a timely manner
    • Employment will be contingent on the success of a pre-employment physical examination

    DESIRED QUALIFICATIONS:

    • Bachelor of Science degree in Environmental Engineering, Planning, Science, Ecology, Fisheries, or any other related field
    • Certified Erosion & Sediment Control Lead (CESCL)
