Environmental Program Manager

The Utah Department of Transportation is looking for a highly motivated, skilled individual to oversee NEPA procedural requirements and processes within the Department. In addition, the employee will be required to conduct and coordinate the evaluation of resource impacts, determine effects, obtain appropriate environmental permits, and provide technical support and guidance to staff. The Environmental Program Manager is required to have a working knowledge of resources related to the built, cultural and/or natural environment, indirect and cumulative impact analysis and preparation of environmental documentation and permitting. The Environmental Program Manager will be required to coordinate with multi-disciplinary teams and provide oversight and guidance to staff specialists and/or consultants.

Example of Duties:
Oversee and provide guidance on the NEPA process for all aspects of a project, for all types of NEPA documents.

Work with project managers, consultants, regulatory agencies and local governments to actively ensure NEPA requirements are understood and are accomplished in an efficient manner.

Implement and maintain Policies and Procedures in response to agency policy, state and federal laws.

Supervise staff and facilitate a collaborative work environment.

Identify programmatic needs and oversee environmental training programs.

Write, summarize and review environmental reports, memorandums or related material based on research, investigation, or analysis and make recommendations based on findings.

Evaluate all environmental aspects of projects, project findings, and operational data regarding technical merits and implications.

Design, develop, and conduct environmental analyses; determine appropriate methodologies, information sources, regulatory requirements, and mitigation responses.

Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.

Interpret, clarify, explain and apply agency policy and procedures, business practices, federal or state laws and regulations.

Typical Qualifications:
The ideal candidate will have a Bachelor’s degree, or higher, in an environmental discipline, engineering or a related field.

Preference may be given to those who have at least one of the following:

Experience with NEPA compliance as related to transportation

Competency in one or more resource subject matters

Experience leading and directing teams of professionals

Knowledge, skills, and abilities required upon entry into position:

Proficiency with applicable laws, rules, regulations and/or policies and procedures.

Ability to interpret and apply laws, rules, regulations, policies and/or procedures to ensure compliance with agency, federal, and state policies and procedures, etc.

Ability to manage people and effectively communicate expectations.

Experience conducting methodical examination of information and evaluating information against a set of standards.

Facility with analysis and identification of underlying principles, reasons, and facts associated with information or data.

Ability to communicate clearly, concisely and effectively; listen to and understand information and ideas, verbally and in writing.

Ability to facilitate or lead hearings, meetings, teams, or work groups to encourage participation, build mutual trust, respect and cooperation among participants.

Supplemental Information:
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
