The Department of Waste Resources serves the County’s solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. The department operates six landfills, has a contract agreement for waste disposal with an additional private landfill, administers several transfer station leases, and reviews and approves new construction projects to ensure waste diversion goals are met. Every effort is made to recycle and reuse disposable items with scrupulous attention to public health and safety.

The Department of Waste Resources is currently seeking an Engineering Technician I. The Engineering Technician I will read, interpret, and plot field survey data, and execute land surveying projects including, topographic surveys, horizontal and vertical measurements, and construction staking. Additional duties include utilizing Computer-Aided Design and Drafting (CADD) mapping including Geographic Information Systems (GIS) software applications. The Engineering Technician I will also execute earthwork quantity calculations using Microstation / Inroads software, and prepare plans and cost estimates for public works construction projects under the direction of the engineering staff. The department is seeking candidates with sub-professional engineering experience working at a sanitary landfill. Candidates who have experience operating Microstation / Inroads software, Global Positioning Systems (GPS) and surveying equipment are highly desired.

Make topographic, cross-sectional, and profile drawings and maps using manual or computer programs such as Computer-Aided Design and Drafting (CADD) which includes Geographical Information Systems (GIS); prepare preliminary construction drawings and tracings from survey notes and other materials; index and file maps, drawings, and other engineering records.

Perform earthwork quantity calculations using Microstation / Inroads software.

Perform land surveying such as topographic survey, take horizontal and vertical measurements, and set out construction stakes.

Execute construction inspection of public works construction projects such as landfill liner expansion, closure, earthwork and surface drainage, or building and other improvement projects.

Tabulate and analyze data collected and prepare daily construction activity reports; prepare weekly progress meeting minutes.

Read, interpret, and plot field survey data to prepare topographic contour maps and grading surface plans.

Experience: Two years of sub-professional civil engineering experience; College level courses in civil engineering or closely related subjects such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may be substituted for the required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.

Valid certificate of registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may be substituted for two years of sub-professional engineering experience.

Knowledge of: Elementary algebra, geometry, and trigonometry as they apply to engineering; manual and automated drafting techniques; survey principles and methods; the principles and methods of materials testing, hydrography, and traffic control.

Ability to: Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; make a variety of soils and materials tests; perform survey field work, tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; maintain effective working relations with others.
