Summary:
Creates natural gas distribution and transmission system designs. Manages projects from design through completion including preparation of plans, specifications, permits and contracts. Design new or relocation pipe facilities and issue orders on natural gas distribution facilities for subdivisions, system improvements, and public improvement projects. Works under the supervision and direction of an engineer.

Essential Duties/Responsibilities:
  • Correct problem orders that are not able to post in mapping.
  • Perform document checks for mains and services, including being a backup for the total Main Replacement filing process.
  • Research GIS and field discrepancies and follow it through to correction, and support the cathodic protection trace project.
  • Enter new easements/leases, organize and track current leases, and close leases that are no longer valid.
  • Design gas distribution facilities and associated support systems including cathodic protection.
  • Prepare long range capacity piping plans, easements and permits, bid packages and contracts, relocation and letter agreements, and main replacement program documentation packets.
  • Prepare cost estimates, material specifications and schedules, system capacity and pressure study modeling and analyses.
  • Prepare and submits minor construction drawings for facilities.
  • Prepare economic feasibility studies and makes customer contribution recommendations for new loads and system replacement work.
  • Prepare presentations for customers and management.
  • Manage deadlines to complete projects to time and budget.
  • Coordinate efforts with customers, and government agencies.
  • Provide support to local gas operations.
  • Prepare procedures and processes to complete projects.
  • Communicate with district employees when necessary where corrections need to be made or assisting them with a problem.

Qualifications


Education
:
Requires a high school education or the equivalent knowledge of English, basic mathematics (addition, subtraction, multiplication, division and calculation of fractions and/or percentages), grammar, spelling and punctuation.

Experience:
Requires a minimum of two (2) years of experience in utility design or five (5) years experience in one of the following areas: utility construction, natural gas operations or support function. A two year technical degree may be substituted for experience.

Additional Knowledge, Skills, Licenses/Certifications, Abilities & Personal Characteristics (KSLAPs):
  • Able to make sound decisions based on engineering and operational principles and Company policies.
  • Able to learn and use computer programs and PC software including advanced GIS skills, and a proficient ability in, SAP modules, e-mail, word processing, presentation and spreadsheet programs.
  • Able to demonstrate and apply effective project management and time management skills to meet project deadlines and remain within budget.
  • Able to multi-task and manage several projects or activities at one time while still meeting all deadlines, milestones and delivery dates.
  • Able to demonstrate and apply excellent verbal and written communication skills.
  • Able to communicate and interact with all levels of management and associates and perform well in a team environment.
  • Able to represent Company in a professional manner in matters and meetings with both private and public, entities and officials.
  • Able to cultivate relationships and partner with business and community contacts to achieve business results.
  • Able to apply extensive knowledge of company policies and procedures and DOT CFR 192 regulations and natural gas pipeline design codes.
  • Able to use initiative, good judgment and tact to complete assigned tasks.
  • Able to meet and maintain performance and attendance criteria for the job.
  • Able to meet all physical requirements, competency-based assessments, pre-employment background checks, pre-employment drug screen and other selection criteria determined by the Company.
  • Able to provide a valid state driver’s license and present and maintain a good driving record and to operate company vehicles safely and in compliance with applicable laws and company policies.
Physical Requirements:
  • Able to exert up to 10 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • Able to bend and stoop for filing.
  • Able to view and operate a personal computer monitor or laptop screen and sit for long periods of time.
  • Able to operate office machines including telephone, photocopier, fax machine, calculator, scanner, etc.
  • Able to operate a motor vehicle including ability to enter and exit the vehicle unassisted.

Working Conditions:
  • Able to respond to emergency on call assignments.
  • Able to work indoors in normal office environment and outdoors with occasional exposure to all weather conditions, hot, dirty and/or greasy equipment and noise when at field installation sites.
  • Able to work regular daytime hours.
  • Able to work occasional weekends and evenings as required.
  • Able to travel outside of primary work location, in any weather conditions and occasionally overnight, to field locations, remote areas, conferences and/or meetings.
  • Able to wear personal protection safety equipment, such as respirator, safety glasses, hard hat, gloves, and ear plugs occasionally as required by the work.
  • May be required to remain in the service area during emergency events and assume responsibilities assigned by the company to aide in restoration efforts.
