Pay Schedule XII, Grade 2M

A vacancy exists in the Department of Permits and Approval Inspection, Bureau of Development Plans Review.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

All interested transfer and promotional candidates must apply at this time.

Examples of Duties:
Under general supervision, serves as a project engineer for various development projects.

Manages an engineering program related to roadways.

Reviews, comments on and recommends for approval construction drawings, record plats grading plans, flood plain studies and other related documents and reports for development projects to ensure that they are in compliance with County standards and good engineering practice.

Supervises or provides technical leadership to professional and sub-professional personnel engaged in development projects.

Uses engineering software, computer aided drafting, spreadsheet and hand calculations for analysis of design.

Solves construction problems when they occur and processes contract revisions.

Uses GIS and spreadsheet applications to analyze and track developments and to create development requirements for each job.

Reviews and prepares comments on Concept Plans and Development Plans.

Visits sites for field verification of design and layouts.

Coordinates requirements for developments with other County and outside agencies.

Reviews construction cost estimates for Public Works Agreements, Utility Agreements and Right-of-way Agreements.

Testifies on behalf of the Department of Public Works at meetings and hearings.

Reviews minor subdivisions and infill lots to provide Public Works requirements.

Investigates complaints, meets with the public and others, prepares and supervises the preparation of correspondence.

Serves as project engineer for in-house design projects including developing and reviewing design calculations and details, providing direction to other design personnel on the project team, coordinating ancillary project constraints (permits, ROW, utilities, etc.) and all other project duties as needed.

Serves as project engineer for consultant designed projects including reviewing design calculations and details, monitoring progress, coordinating with other project stakeholders, coordinating ancillary project constraints (permits, ROW, utilities, etc.) and all other project duties as needed. Examples of Other Duties

May act as supervisor of the division in the supervisor’s absence.

May act as a spokesperson regarding Public Works policies. NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. They may not include all of the essential job functions of each position in the class. Each position may not be required to perform all of the essential job functions listed.

Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in engineering

plus

four years’ field or office engineering experience.

Additional qualifying education beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

OR

Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years’ field or office engineering experience.

Licenses and Certificates

Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland Driver’s license may be required for some positions at the time of appointment.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.

Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.

Medical Examination and Employment Background Investigation

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
