The incumbant will provide technical expertise necessary for the engineering design of capital projects and support of operations of the gas distribution system in the UGI West Region. Plan, design, coordinate and review gas distribution construction projects and assure projects are accomplished in a professional manner in accordance with applicable federal, state, and municipal codes. Scope of activities includes mains, services, and coordination of metering and/or regulator installations for system rehabilitation and new business projects.

Dutires include:

  • With mentoring from peers & supervision, review roadway construction plans from the State, municipalities, contractors and/or developers for conflicts and/or needed system maintenance to be done in coordination with proposed construction activity.
  • For non-complex projects initially, learn to research internal records and assess system conditions via MapFrame, Optimain, network analysis, etc. for planning system facility replacements due to condition or pressure needs.
  • Communicate and internally coordinate workload priorities, C&M installation concerns, project manpower requirements, materials procurement, permit application, etc. regarding the design and implementation of projects.
  • With less supervision/mentoring over time, design and estimate costs for non-complex/typical distribution system additions and modifications including utilizing Design Manager/DOJM and/or Avenir combined with the Annual Pipeline Contract to cost-effectively specify design parameters and to select contractors, and/or create bid packages.
  • Learn to monitor projects for actual installation (and cost containment) versus design including field coordination during construction, assessment of project costs using Oracle, creation of change orders, post-construction debriefing with C&M, etc.
  • With less mentoring over time, complete all necessary tasks for the preparation of the job completion packages for Central Maps & Records and Accounting Departments, including graphical completion in Design Manager, financial close-out in DOJM, completed job orders, checklists, tagging leaks, reviewing field sketches for accuracy, etc.
  • Represent the Company at construction and/or utility meetings with the State, municipalities, contractors, developers, etc. as skill level and/or experience allows.
  • Complete all other work assignments and special projects as directed by the Manager Area Engineering.

Knowledge & Skills

  • A general knowledge of the properties of natural gas as they relate to pressure and flow, and of the principles which apply to gas facility excavation and construction processes.
  • Knowledge of all applicable Federal (DOT), State (PUC and PennDOT) and local codes, the Company Mainframe computer systems, such as CICS, Design Manager, DOJM, Oracle & MapFrame, and Company policy and procedures, such as those found in the Gas Operations Manual (GOM).
  • Familiarity with office work flow procedures and have an understanding of available resources such as maps and records, maintenance reports, timesheets and contractor bills.
  • Using vision and creative thinking to determine the best short term and long term manner to implement system improvements.
  • Having the ability (through knowledge) to implement a system modification to keep it in operation (usually on a temporary basis) due to lack of proper materials and/or obsolescence of the gas facility. For example, the details (exact material and size) of underground facilities are often unknown and temporary repairs are made to maintain service until special fittings can be procured.
