JOB SUMMARY:

The Engagement Manager will supervise 3 Technical Product Managers who support various applications for DERS in program areas such as Unemployment Benefits, Unemployment Tax and Rehabilitative Services and approximately 30 .NET and Mainframe applications. The Technical Product Managers each supervise approximately 7 – 8 development staff members. This position ensures successful completion of all modifications including current in-flight modifications as well as new project requests. This position also supports Agile Methodologies and daily Scrum Stand-Up meetings.

JOB DUTIES:

  • Works with customer and IT staff on multiple projects to ensure a thorough analysis is performed. This includes coordinating, negotiating, and defining requirements and project scope.
  • Oversees the creation of estimates, planning documents, testing and prioritizing of tasks. Works with other Product Managers as needed as well as the Database Administration (DBA) team and the Change and Continuous Improvement (CCI) team for deployments.
  • Engages closely with customers to prioritize existing projects and potential new projects. Arizona State Project Management Certification, Project Management Professional (PMP) preferred.
  • Responsible for Project Plans, Resource allocation and deadlines associated with said projects. Manages resources as needed for tasks by analyzing skill sets and strengths to determine effort. Regularly provides updates to customers.
  • Oversee requirements gathering for tasks using the Agile Methodology and Team Foundation Server (TFS). May participate in daily scrums and stand ups with two week Sprints. Oversee Project Management schedules using PWA (Project Web App).
  • Manages staff performance, reviews and potential corrective actions if necessary. Resolves conflict between technical and functional areas.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

  • Considerable working knowledge of both theoretical and practical aspects of Project Management.
  • Proficiency with the Project Management Body of Knowledge (PMBOK)
  • Proficiency with Agile Methodologies and Scrum Master duties.

Skill in:

  • Advanced Project Management skills.
  • Strong customer services skills.
  • Excellent interpersonal, written and oral communication skills.

Ability to:

  • Balance, prioritize and organize multiple tasks.
  • Work collaboratively in teams and across organizations.
  • Synthesize feedback and adjust plans accordingly.
  • Resolve incidents/problems efficiently and effectively, recognizing customers’ competence levels, and able to approach each level appropriately.
  • Manage multiple teams.
  • Evaluate and test emerging technologies.
  • Understand and anticipate needs and priorities of both internal and external customers.

SELECTIVE PREFERENCE(S):

  • Arizona State Project Management Certification, Project Management Professional (PMP) preferred.
  • Agile/Scrum Experience preferred.

PRE-EMPLOYMENT REQUIREMENTS:

  • The selected candidate will be required to undergo a criminal history investigation.
  • Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card.
  • Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
