EMS Training Officer

This position is responsible for the management and daily operation of a specialized segment of the Fire Department’s activities. To include, but not limited to, designing, coordinating, implementing and monitoring fire training programs, oversight of Emergency Medical Services, and ensuring that local, state and federal requirements are met. Respond to fires, accidents, natural disasters, and other emergencies in support of fire suppression.

Major Duties

Fire Training

  • Coordinates, manages and oversees Emergency Medical Services; monitors medical licensure/certification requirements; oversee patient care and patient care protocol; monitor inventory of all emergency medical supplies and equipment; serve as Infection Control Officer;
  • Provides training of Battalion Chiefs, Lieutenants, Fire Apparatus Operators and Firefighters in individual and group training sessions. Develops and coordinates training programs and classes for firefighters and new recruits; reads and reviews materials to determine appropriate type of training; research, implement, and develop various training programs and schedules, and prepare materials for distribution;
  • Facilitate regular Firefighter Recruit Training; ensure fire personnel are adequately trained and certified on Relief Driver Certification and Acting Officer Certification; oversee, facilitate, and monitor MARTA Training compliance;
  • Ensure all firefighters meet state recertification requirements with a minimum of 24 hours of continuing education annually and the evaluation of over 30 firefighter tasks and techniques;
  • Ensure personnel are meeting Insurance Services Offices (ISO) annual training requirements- that includes a minimum of 240 hours per year of fire training, 8 drills, minimum of 12 driver operator training hours per driver and minimum of 12 hours training per officer and at least one live fire training exercise at a burn training facility;
  • Schedule internal and external training for fire personnel; develop, update, and maintain departmental global training calendar;
  • Serves as an instructor for special programs on classes; assures appropriate level instructor is assigned to teach programs or classes;
  • Oversees department recruitment process; attends job fairs; develops and monitors current job postings; prepares and conducts new hire agility tests in addition to all phases of testing;
  • Assists with development and implementation of department career path plans;
  • Coordinate department Honor Guard Team and Health and Wellness Program;
  • Oversee Continuity of Operations/Continuity of Government (COOP) Training/Testing/Plan Maintenance for department, as well as fire department designee for COOP Training for other City departments; Act as National Incident Management System Training Coordinator and Department Safety Officer.


Administrative Support Functions

  • Prepares and distributes various routine and complex reports to include financial, statistical, training, including review of Patient Care Reports;
  • Prepare routine correspondence, letters, memoranda within fire department and other appropriate agencies;
  • Maintains records and reports related to training; coordinates hiring and promotion activities for department; administers written tests, interviews candidates and submits recommendations for employment;
  • Create various forms and systems to ensure the department is adhering to NFPA requirements for training documentation;
  • Maintain sufficient inventory of EMS and equipment; Replenish EMS supply orders for

each station as needed to ensure sufficient station stock; ensure sufficient on hand oxygen

bottles;

  • Records and manages training hours and solicit others to administer Management of Hazardous Materials certification;
  • Compile and submit End of Year Reports to Georgia Firefighters Standards & Training Council reflecting that all personnel have met state mandated training requirements;
  • Research and provide Open Records Request for emergency care reports to City Clerk’s Office;
  • Maintain fire personnel training records and files.

  • Conducts, coordinates and supervises medical group functions;
  • Function as Infection Control Officer; Coordinate infectious waste pick-up;
  • Complete and submit to State Office of EMS, department’s annual EMS Provider License

Package;

  • Prepare, review for accuracy, and submit department’s monthly Patient Care Data report to

the State Office of EMS;

  • Ensure that EMT’s and Paramedics receive a required continuing education in addition to

Advanced Cardiac Life Support Recertification for Paramedics and Basic Life Support

Recertification for EMT’s and Paramedics;

  • Coordinate and schedule Community and staff Cardiopulmonary Resuscitation (CPR) and

Automatic External Defibrillator (AED) training

  • Coordinate infectious waste pick-up;
  • Performs other related duties as assigned.
  • Under the guidance and direction of the Fire Chief, this incumbent may be required to act in the absence of the Deputy Chief.

Minimum Qualifications

Bachelor’s degree in Fire Science or related field; seven (7) years as Certified State of Georgia Firefighter; must possess valid State of Georgia Class A driver’s license; certified as State of Georgia Fire Instructor and Paramedic; equivalent combination of education and experience.

Knowledge Required by the Position

Knowledge Required by the Position:

  • Knowledge of laws, ordinances, policies and procedures governing Fire Department operations, principles and practices of planning and organization;
  • Knowledge of principles and practices of technical firefighting subjects sufficient to effectively train and direct staff in the use of equipment in fire tactics, strategy and control;
  • Knowledge of fire control safety, practices and procedures;
  • Knowledge of fire prevention techniques;
  • Knowledge of the geographic lay-out of City of East Point;
  • Knowledge of principles and practices of personnel administration as they relate to training, supervising, motivating and evaluating subordinates;
  • Knowledge of budgeting techniques and basic bookkeeping and record keeping practices;
  • Skill in the use of tools, equipment and apparatus to fight fires, rescue or provide emergency medical care;
  • Skill in the application of first aid principles and techniques;
  • Ability to assess training needs and plan training programs accordingly;
  • Ability to read and interpret complex technical documents, topographic and road maps;
  • Ability to communicate effectively both verbally and in written form with technical accuracy in English;

Supervisory Controls:
Fire Chief assigns work in terms of Fire Department goals and objectives.


Guidelines:
Guidelines include local, state (GA Law 92A-2608) and federal fire safety rules, regulations, policies, procedures and standards.

Complexity: Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

Scope and Effect: The purpose of this position is to protect lives and property through fire suppression activities, fire prevention and safety activities and education. Successful performance results in increased public safety and decreased property loss.

Physical Demands:
Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee may be required to push, pull, lift and/or carry up to 20 pounds.


Work Environment:
Work may be performed in an office environment or in the field. Most Firefighter work is performed in various indoor settings including living quarters and office areas. Hazardous tasks performed under emergency conditions may require strenuous exertion under such handicaps such as limited visibility, exposure to hazardous or toxic chemicals or

gases, extremes in temperature, cramped surroundings, and contact with death, emotional stress, trauma, contagious disease and terminal illnesses. Firefighters are also exposed to extreme heat, contaminated environments, emotionally upset people, noise, physical hazards from traffic, fire

and falling objects and atmospheric conditions such as smoke, fumes, odors and gases. May be required to wear a hard hat, safety glasses, ear plugs, respirator, rubber or plastic gloves and rubber boots.


Supervisory and Management Responsibility:
This position supervises Emergency Medical Technicians and Paramedics.
