The purpose of this position is to assist in coordination preparedness, planning, response, recovery, and mitigation of natural disasters, man-made disasters, technological hazards, acts of terrorism, weapons of mass destruction, or wartime events that may affect York County. This position is required to coordinate activities with local, county, state, and federal government agencies and other supporting organizations. This position operates within a general outline of work to be performed, develops work methods and sequences under limited supervision, and performs related professional and technical work as required. This position does not supervise department personnel. May coordinate emergency responders on scene.

Examples of Duties:

ESSENTIAL TASKS:

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

Develops, coordinates, implements, and maintains the county’s all hazard emergency plans, including the emergency operations plan, radiological, logistics, mass casualty, mass fatality, debris management, animal response, re-entry, recovery, and mitigation plans.

Assists schools, health care facilities, industries, and businesses with development, coordination, and maintenance of their emergency plans.

Develops, coordinates, schedules, and conducts training programs for radiological emergency response involving fixed nuclear facilities for all emergency responders and workers in York County, to include the Emergency Operations Center staff, telecommunications, fire and rescue, law enforcement, emergency medical services (EMS), emergency room staff, school faculty, and bus drivers.

Develops, coordinates, and conducts various training programs to include Emergency Operations Center operations, incident command, hazardous materials, transportations and industrial accidents, damage assessment, etc.

Maintains radiological emergency response equipment, such as survey meters, portal monitors, and dosimetry, to include regular calibration, maintenance, and distribution to various emergency response agencies.

Coordinates preparedness, planning, response, recovery, and mitigation of natural disasters, man-made disasters, technological hazards, acts of terrorism, weapons of mass destruction, wartime events, or planned activities with various local, state, and federal government, and non-governmental agencies.

Coordinates special event approval and notification of special events involving state or county maintained roadways and large scale public events to provide for the safety of participants.

Prepares and responds to emergencies involving evacuations, shelter operations, searches, heavy or technical rescue, underwater rescue and recovery, hazardous materials releases, clandestine drug laboratories, etc. providing coordination, direction and control, and support of on-scene operations.

Maintains general emergency response vehicles, trailers, and equipment.

OTHER DUTIES:

Maintains accurate and up-to-date training records. Supervises the development of a special needs population list and coordinates methods of alerting the special needs population in time of an emergency. Manages the distribution of emergency planning brochures and calendars for fixed nuclear facility emergencies. Develops and conducts presentations for businesses, schools, civic and community groups, and emergency response agencies concerning emergency preparedness, severe weather safety, fixed nuclear facility emergency preparedness, etc. Maintain and operate the mobile emergency operations center command post. Serve as the Logistics, Operations, Radiological Officer, etc. during emergencies and exercises. Plans, directs, and participates in various emergency exercises and drills, including those required for evaluating plans and response to fixed nuclear facility emergencies as required by the Federal Emergency Management Agency. Manages the installation, maintenance, inventory, and scheduling of tests for emergency communication systems that may be located in schools, day care centers, nursing homes, and businesses. Assists with the coordination and training of the Local Emergency Planning Committee. Assists with the coordination and maintenance of the SARA Title III and Tier II database. Assists with management of grant programs from the United States Department of Homeland Security, South Carolina’s Local Emergency Management Performance Grant, and various other sources. Assists with installation and maintenance of radio, telephone, paging, and computer equipment. Serves as a Class 3 Special Law Enforcement Officer enforcing laws, ordinances, codes and regulations related to the life safety and well being of citizens, serves as a member of the county hazmat team and assists law enforcement with response to incidents including hostile sitiuations, bomb threats/incidents, search and rescue/recovery including dive and clandestine drug labs. Provides medical care as required. Operates vehicles, two-way radios, generators, self-contained breathing apparatus, rescue equipment, gas meters, mechanics tools, communications equipment, and standard office equipment. Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility. Compiles data for and prepares various records, reports, and correspondence required by the department, county, and other agencies. Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, ordering and maintaining inventory of supplies, sending and receiving facsimiles, answering the telephone, maintaining logs and lists, etc. Serves as a member of the county hazmat team and assists law enforcement with response to clandestine drug labs. Remains on call 24-hours per day, seven days a week, for emergency response.

Typical Qualifications:

EDUCATION AND EXPERIENCE REQUIREMENTS:

Completion of Bachelor’s degree from a regionally accredited college or university or equivalent combination of education and experience.

Requires two years of experience.

CERTIFICATIONS AND LICENSES:

Must possess OSHA 1910.120 Hazardous Materials Technician certification and a valid South Carolina Class B Commercial Driver’s License

Preferred: Emergency Medical Technician, Class 3 Special Law Enforcement, Clandestine Drug Lab Technician, and Radiological Emergency Worker or higher certifications.

KNOWLEDGE, SKILLS, AND ABILITIES

Requires performing work involving logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread organizational impact. Requires using basic algebra involving variables and formulas, and/or basic geometry involving solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates. Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical, or managerial methods in the solution of problems; understanding of operating policies and procedures with the ability to apply these to complex problems; and continuous, close attention for accurate results with frequent exposure to unusual pressures. Responsible for the actions of others, requiring almost constant decisions affecting co-workers and the general public; working in a modestly fluid environment with frequent variations from the routine.

Technical/Paraprofessional – Work involves inspecting, measuring, or comparing to a standard; utilizing special training to perform a defined function; following standardized procedures, techniques, or procedures.

Perform entry level professional work including basic data analysis and synthesis, or report on operations and activities of an organization; or perform quality assurance and compliance activities; Example: May use advanced algebra, inferential statistics, and/or financial models.

Follow complex technical instructions, solve technical problems, or disseminate information regarding policies and procedures; may compose unique reports or analysis, or provide extensive customer service to internal or external clients

Communicate with operational and functional leaders; read and interpret professional materials involving advanced bodies of knowledge.

Perform coordinating work involving guidelines and rules with constant problem-solving; May be responsible for actions of others requiring development of procedures and constant decisions affecting subordinate workers, clients, or others in the general public.

TOOLS AND EQUIPMENT USAGE

Use office machines such as copiers or calculators. Use computers for data entry; or handle, use, or repair hand-held power equipment or light machinery. Use computers for word processing, spreadsheets, PowerPoint presentations or custom applications or operate or repair large shop equipment and machines or operate or repair vehicles. Use, develop, or repair electronics or complex software, hardware, or network systems; operate, install, test or inspect heavy or complex machinery. Supervise the activities of those operating or repairing complex machinery or technology systems. Interpret policy and establish methods and procedures for acquiring, installing, testing, operating or repairing machinery or technology systems. Operate firearms, vehicles, watercraft, radio systems, chemical monitors, radiological monitors, self contained breathing apparatus, medical equipment, search and rescue/recovery equipment including SCUBA and calibration equipment.

PHYSICAL DEMANDS / WORK ENVIRONMENT

PHYSICAL AND DEXTERITY REQUIREMENTS:

Requires work involving: standing, walking, sitting, talking or hearing, or reaching with hands and arms 1/3 to 2/3 of the time; gripping or feeling with hands, over 2/3 of the time; and climbing or balancing, tasting or smelling, or stooping, kneeling, crouching, or crawling under 1/3 of the time.

Requires lifting more than 100 pounds under 1/3 of the time.

VISION REQUIREMENTS:

Close vision (clear vision at 20 inches or less), Distance vision (clear vision at 20 feet or more), Color vision (ability to identify and distinguish colors), Peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point), Depth perception (three-dimensional vision, ability to judge distances and spatial relationships), Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
