SUMMARY

Economic Development Analysts working within the Merit System coordinate and provide technical economic development assistance to new and existing businesses to increase socially and economically disadvantaged entrepreneurship. They coordinate with other community development programs and entities to exchange information regarding economic development projects and programs to secure resources and opportunities for business expansion. Individuals in this job class also assist the Director of Community Services and Workforce Development in grant administration tasks (e.g., writing proposals/submissions, preparing reports, tracking funds). They work under general supervision and their work is reviewed for technical soundness, as well as adherence to policy and procedure and program outcomes.

TYPICAL JOB DUTIES:

  • Provides business/technical assistance to entrepreneurs, developers, and business owners, in order to promote the formation, retention, and expansion, of industrial, commercial, and retail businesses.
  • Communicates and/or coordinates with various entities and individuals to exchange information regarding economic development projects/programs.
  • Assists Director of Community Services and Workforce Development in grant administration tasks (e.g., writing proposals/submissions, preparing reports, tracking funds) in order to obtain funding for departmental projects.
  • Monitors and reviews loans to agencies and businesses for grant compliance.
  • Provides referral services to clients for public or private government agencies to meet their economic needs.
  • Partners with various departments and organizations to implement economic development projects and activities.
  • Develops marketing materials to attract and retain industrial, commercial, retail, or residential businesses.
  • Assists in land acquisition for business recruitment, relocation or business expansion.
  • MINIMUM QUALIFICATIONS:

  • Experience processing, reviewing and/or analyzing business-related data (e.g., business plans, business proposals, financial data) for external customers.
  • Experience conducting cost/benefit analysis of potential economic development projects (e.g., risk for local government financial backing, quality of life issues).
  • Experience processing and/or analyzing business loan information (e.g., credit analysis, cash flow analysis, working capital).
  • PREFERRED QUALIFICATIONS:

  • Bachelor’s degree or higher in an area related to Economic Development (e.g., business, public administration, finance, urban planning, economic development, accounting, economics).
  • Grant-writing experience.
  • Experience using government financial incentive programs (i.e., tax credits, grant funds, revolving loans).
  • Economic development certification (e.g., Certified Economic Developer – CEcD, Economic Development Financial Professional – EDFP, etc.).

  • CRITICAL KNOWLEDGES:

  • Knowledge of accrual accounting principles and terminology.
  • Knowledge of economic analysis techniques (e.g., Political, Economic, Social and Technological Analysis (PEST)).
  • Knowledge of economic principles (e.g., laws of supply and demand, economies of scale, laws of diminishing returns).
  • Knowledge of the principles and theories of economics that deal with small-scale economic activities such as that of the individual or company.
  • Knowledge of the various types of business licenses and laws associated with their use (e.g., sole proprietorship, LLC).
  • WORK ENVIRONMENT:

    Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.

    PHYSICAL DEMANDS:

    Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
