Division Utilities Engineer

*Salary Grade Equivalent- 78* Recruitment Range: $43,030 – $111,307

The primary purpose of this position is to oversee and manage all utility coordination and relocations for Division 2 Division Managed Programs. This work comprises managing DOT personnel, as well as consultants and CEI personnel, to determine utility conflicts, engineer utility relocations and oversee the relocation of utilities prior to highway construction contracts for all Division Managed highway projects. This work includes overseeing the investigating and analyzing utility facilities, designing and engineering utility relocation, developing contract documents and estimates, reviewing utility plans prepared by others, and providing engineering opinions and assistance on utility installations, scoping and reviewing work performed by consulting engineers. Responsibilities include utility relocation schedules, developing utility plans and estimates, authorizing utility company relocations, reviewing complex highway plans in various stages of completion for accuracy of utility data, field inspection for verification of data contained therein, and consultation with interdepartmental units and utility owners. Implements advanced engineering criteria and innovative construction methods in the coordination, relocation and placement of utilities along highway rights of way and proposed corridors while adhering to applicable environmental regulations and roadway design standards. Prefer applicants with North Carolina Professional Engineer registration.

Knowledge, Skills and Abilities / Competencies
Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience in developing utility relocation strategies and providing coordination and relocation services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners.
  • Working knowledge of all policies, regulations, and engineering standards set forth by the Federal Highway Administration, the Department of Transportation, Division of Highways, the North Carolina General Statutes related to utility relocations.
  • Knowledge in innovative construction methods while adhering to all environmental regulations and roadway design standards.
  • Working knowledge of Civil Engineering particularly in fluid mechanics, water resources, highway design, soil mechanics, and statics.
  • Experience in planning and coordinating project work, and the ability to negotiate and develop contract documents for highway projects, for engineering services, and for utility owner agreements.

Minimum Education and Experience Requirements
Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience some positions may require licensure by the North Carolina board of examiners for engineers and surveyors.
