Job Summary

POSITION SUMMARY

Reporting to the CIO and as part of the executive team, this position is responsible for providing strategic and operational leadership of the Maricopa Community Colleges (Maricopa) Project Management Office (PMO), including coordination, governance and management of the PMO processes and functions. The PMO handles all aspects of project management, business analyst designs and documentation, organizational change management, training, and quality assurance testing for related projects. This position is responsible for managing the team that coordinates the successful and timely implementation of initiatives at the Maricopa District office as well as throughout the community college district.

POSITION RESPONSIBILITIES

A large part of this role is team leadership in coaching, mentoring, motivating and managing PMO team members; implements and maintains appropriate training and staff development programs to enable continuous growth; ensures PMO staff has the resources and tools necessary to effectively accomplish project assignments; serves as an escalation point, advises, consults, and assists the project teams to facilitate resolution of project challenges; promotes and educates the organization on the value of project management.

Equally large responsibility is Portfolio Management and Governance: Facilitates project prioritization and resource planning; develops and maintains appropriate groupings and portfolios of projects across the enterprise to optimize success; coordinates and participates in the feasibility and technical impact assessments of new requests before projects are initiated; facilitates communication with Maricopa executives regarding budget, resources, status, issues and risks; collaborates with other Maricopa divisions to ensure project outcomes are aligned with business needs; manages project audit function to identify areas for improvement; works with Maricopa project managers to manage project health.
Also responsible to continually improve and maintain PMO methodologies, standards and process guidelines; identifies and implements effective project management tools; designs and implements a PMO maturity strategy.


Essential Functions

20% – Process and Methodology: Continually improves and maintains PMO methodologies, standards and process guidelines; identifies and implements effective project management tools; designs and implements a PMO maturity strategy


Minimum Qualifications

Master’s Degree in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation


Desired Qualifications

1. Certification in Project Management
2. Five (5) or more years of managing large complex programs or projects
3. Experience in providing leadership over a project management team, business analyst team, or organizational change management function
4. Experience in providing leadership over an information technology testing and quality assurance program with expertise in project, program, portfolio and resource management
5. Experience with various project management methodologies and best practices including but not limited to waterfall and agile, principles and processes of Quality Assurance
6. Experience with project management tools such as MS Project, Primavera, Clarity, etc.
7. Experience with business analysis processes, documentation, training, and organizational change management including but not limited to experience with project prioritization and governance process
