The Department of Health Services (DHS); Division of Quality Assurance (DQA), Bureau of Education Services and Technology (BEST) is seeking a talented individual to fill the Director vacancy. DQA is responsible for protecting and promoting the health, safety, and welfare of residents living in and being taken care of in the health and residential care facilities we regulate.

DHS is located at 1 W. Wilson Street in the heart of downtown Madison; near the State Capitol and the Monona Terrace, the Wednesday Farmers’ Market, the Madison Metro route and the Capital City bike path. Position Summary:

This position is responsible for division wide education, training and consultation for staff and regulated healthcare providers, as well as division wide information technology needs to include internal and external data sources. This is accomplished through the BEST, Education Services Section (ESS) and Information Management Section (IMS). The programs of BEST are aimed at providing education, training, IT support, and the provision of technical assistance and consultation to DQA staff and Wisconsin’s health care provider community. The Bureau has 24 staff located in Madison central office and in three regional offices.

The Bureau coordinates the information technology needs of the division and manages the division’s data systems. The Bureau directs the DQA training curricula for providers, consumers and division staff; oversees the provision of specialized training and resources to field staff; and directs a number of the division’s administrative program functions such as file systems/records retention, forms management, etc. The number of providers affected by the Division’s regulatory activities is in excess of 4,000, which provide health care or community-based services to over 100,000 Wisconsin citizens. The Bureau is also responsible for the development of new state and federal regulatory approaches. The Bureau’s consultant staff provides training and technical assistance to Division employees as well as to the provider community in the areas of health care regulations and health care facility construction.

Qualifications:

Minimally qualified candidates will have:

  • Experience supervising and/or managing professional staff (e.g., hiring and disciplining staff, resolving conflict, conducting performance evaluations, delegating work responsibilities and monitoring personnel workload, etc.)
  • Experience managing information technology systems (e.g., development, analysis, operations, etc.)
  • Experience with curricula development for adult learners

Well-qualified candidates will have:

  • Experience with project management (e.g., developing, implementing, managing, evaluating, reengineering projects, etc.)
  • Experience managing administrative functions (e.g., budget, forms development, record retention, etc.)
  • Experience with policy and procedure implementation and/or program development
  • Training and/or experience with diversity and inclusion initiatives within the workplace
